MINtTTES OF A MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED, OHIO FEBRUARY 17, 1959 - $:O1 P.M. Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of Council; Evelyn Hinkel, Eddie Hinson, Mary Alice Lynch, Bruce MacDonald, Francis O~Neill and James Wilson. Also present were Lloyd E. Barnes, Service Director and Acting Safety Director; C. J. Oviatt, Solicitor; Alex ganareff, Engineer; E. M. Christman, Clerk; and Alice Dobbins, Treasurer. Absent: Wm. H. grainer and Carl F. Haettich, Safety Director. The minutes of February 3rd were approved as corrected. The Mayor read a letter of resignation from Mrs. Phyliss Thiede, Seeretary- Treasurer of the Recreation Commission, effective as of February 15, 1859• Mayor Gareau advised that he has a replacement for the position and that `he expects conf irmation by next Council meeting. The Service Director recommended that a survey be made by the City Engineer of the main ditches, in order that an estimate might be prepared of the costs that would be involved in removing obstacles and undersize pipe, which cause blocking-up of the ditches and results in the hazardous and unhealthy condition of flooded basements. He emphasized the necessity of an early decision by Council, in order that the County might be contacted for assistance. Mr. Hixson requested the Engineer to advise as to whether or not he would actually have time to conduct the survey. The Engineer replied that he would be able to conduct the survey, as he would be able to gain the necessary assistance. Mr. Hixson stated that he has not, as yet, received a report on the Garden City Allotment and he was advised by the Engineer that said report will be submitted at the next meeting. The Acting Safety Director reported that a meeting had been held with the Police and Fire Departments relative to pay rates. A decision was arrived at with the Finance Committee for a 5~ increase across the board, with a longevity stipulation covering an additional 2f for 12 years; 3~ for 20 years; 4/ for 25 years. Inasmuch as the money is available, the Acting Safety Director recommended the acceptance of the agreement. The Service Director recommended that Council approve entering into a similar salvage contract as that of 1958. The Clerk read the following communications: 1. Letter from Mr. Norman Morley, attorney for Suburbanite Homes, Inc., relative to their request for a permit to install a sanitary sewer line on proposed Terrace Drive. A written statement was requested from Council stating upon which basis they are justified, under law, in dez~,ying the permit. 2. Copy of letter from the Clevelsnd Metropolitan Park District, ~rherein they advise that they have no objection at this time to the proposed enlargement of the sewerage treatment facilities for the Great Northern Shopping Center and anticipate no future objections, so long as the plant does an adequate job. 3. Letter from Mr. Donald W. Newport, 24377 Gessner Road, wherein he sub- mitted a statement in the amount of $110 from Delis Service covering services for pumping out his basement and snaking the storm sewer to relieve water pressure. Mr. Newport contends that the condition was caused by negligence on the part of the City of North Olmsted. He further claims that Dells Service stated that the situation was caused by the City storm sewer not being opened. 4. Petition containing 24 signatures of property owners of Evelyn and Eleanor Drives and adjoining properties, wherein it is requested that building permits be denied for any houses which are to be built on Evelyn Drive that do not conform to the general standards of design, material and construction and would not be of a valuation which would approximate that of existing buildings. - 1 -
