MINtTTES OF A MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED, OHIO <br />FEBRUARY 17, 1959 - $:O1 P.M. <br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of Council; <br />Evelyn Hinkel, Eddie Hinson, Mary Alice Lynch, Bruce MacDonald, Francis <br />O~Neill and James Wilson. <br />Also present were Lloyd E. Barnes, Service Director and Acting Safety <br />Director; C. J. Oviatt, Solicitor; Alex ganareff, Engineer; E. M. Christman, <br />Clerk; and Alice Dobbins, Treasurer. <br />Absent: Wm. H. grainer and Carl F. Haettich, Safety Director. <br />The minutes of February 3rd were approved as corrected. <br />The Mayor read a letter of resignation from Mrs. Phyliss Thiede, Seeretary- <br />Treasurer of the Recreation Commission, effective as of February 15, 1859• <br />Mayor Gareau advised that he has a replacement for the position and that <br />`he expects conf irmation by next Council meeting. <br />The Service Director recommended that a survey be made by the City Engineer <br />of the main ditches, in order that an estimate might be prepared of the <br />costs that would be involved in removing obstacles and undersize pipe, which <br />cause blocking-up of the ditches and results in the hazardous and unhealthy <br />condition of flooded basements. He emphasized the necessity of an early <br />decision by Council, in order that the County might be contacted for assistance. <br />Mr. Hixson requested the Engineer to advise as to whether or not he would <br />actually have time to conduct the survey. The Engineer replied that he would <br />be able to conduct the survey, as he would be able to gain the necessary <br />assistance. Mr. Hixson stated that he has not, as yet, received a report on <br />the Garden City Allotment and he was advised by the Engineer that said report <br />will be submitted at the next meeting. <br />The Acting Safety Director reported that a meeting had been held with the <br />Police and Fire Departments relative to pay rates. A decision was arrived at <br />with the Finance Committee for a 5~ increase across the board, with a longevity <br />stipulation covering an additional 2f for 12 years; 3~ for 20 years; 4/ for <br />25 years. Inasmuch as the money is available, the Acting Safety Director <br />recommended the acceptance of the agreement. <br />The Service Director recommended that Council approve entering into a similar <br />salvage contract as that of 1958. <br />The Clerk read the following communications: <br />1. Letter from Mr. Norman Morley, attorney for Suburbanite Homes, Inc., relative <br />to their request for a permit to install a sanitary sewer line on proposed <br />Terrace Drive. A written statement was requested from Council stating <br />upon which basis they are justified, under law, in dez~,ying the permit. <br />2. Copy of letter from the Clevelsnd Metropolitan Park District, ~rherein <br />they advise that they have no objection at this time to the proposed <br />enlargement of the sewerage treatment facilities for the Great Northern <br />Shopping Center and anticipate no future objections, so long as the <br />plant does an adequate job. <br />3. Letter from Mr. Donald W. Newport, 24377 Gessner Road, wherein he sub- <br />mitted a statement in the amount of $110 from Delis Service covering <br />services for pumping out his basement and snaking the storm sewer to <br />relieve water pressure. Mr. Newport contends that the condition was <br />caused by negligence on the part of the City of North Olmsted. He <br />further claims that Dells Service stated that the situation was caused <br />by the City storm sewer not being opened. <br />4. Petition containing 24 signatures of property owners of Evelyn and Eleanor <br />Drives and adjoining properties, wherein it is requested that building <br />permits be denied for any houses which are to be built on Evelyn Drive <br />that do not conform to the general standards of design, material and <br />construction and would not be of a valuation which would approximate <br />that of existing buildings. <br />- 1 - <br />
