MINUTES OF A MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED, OHIO <br />FEBRU~.RY 3~ 1959 - - 8:01 P.M. <br />Present were Paul J. Gareau, Mayor; Ralph A. Hazelton, President of Council; <br />Eddie Hixson, Wm. H. Kramer, Mary Alice Lynch, Bruce MacDonald and James <br />Wilson. <br />Absent: Francis O~Neill. <br />Also present were Lloyd E. Barnes, Service Director; Carl F. Haettich, Safety <br />Director; C. J. Oviatt, Solicitor; Alex Kanareff, Engineer; E. M. Christman, <br />Clerk; and Alice Dobbins, Treasurer. <br />The minutes of January 20th were approved as read. <br />The President of Council stated the order of business after the minutes would <br />be the continuation of nominations for the election of Councilman for Ward III, <br />and that no second was recorded for the nomination of Mr. Caster. He further <br />stated that the procedure under Section 731.44 of the Revised Code rules that <br />Council, by itself, determines the qualifications and judges the election of <br />the member to fill the position, and the majority of the members present shall <br />be a quorum. Three members can elect and the voting is confined to Council <br />members at the Council table. <br />Mr. MacDonald seconded the nomination of Henry Caster, and there being no <br />further nominations for Councilman for Ward III, nominations were closed. <br />Mr. Wilson commented on the determination and desire by Mr. Hinkel to serve <br />Ward III and the City, and the qualifications of Mrs. Hinkel to succeed her <br />husband in the same capacity. <br />A written ballot was taken, giving Evelyn Hinkel three (3) votes, and Henry <br />Caster two (2} votes. There being a quorum present, and three being the <br />majority, the President of Council declared Evelyn Hinkel, Councilman, to <br />fill the vacancy in Ward III. <br />The Mayor administered the Oath of Office to Evelyn Hinkel, Councilman for <br />Ward III. <br />The Mayor read a communication from Mr. Norvill. Snyder requesting acceptance <br />of his resignation from the Zoning Board of Appeals, effective February 1st, <br />1859, and the Mayor appointed Willard Klinite to fill the unexpired term of <br />Norvill Snyder. <br />The Mayor read a report from the Rocky River Municipal Court of the work per- <br />formed by the Court for the year 1958. This report sets forth the combined <br />operation of the court for Rocky River, Fairview Park, the Cleveland Metropolitan <br />Park District, Parkview, Westlake, Bay Village, North Olmsted and the State <br />of Ohio. The Court received 926 cases for North Olmsted, $21,603.00 in Fines, <br />X5,273.65 in Costs, or a Total of $26,876.65. <br />The Mayor read a communication from the Cuyahoga County Commissioners relative <br />to the surplus property program for the year 1859. Formsfor elegibility have <br />been forwarded to the Civil Defense Director. <br />The Mayor reported a tentative program for the ensuing year as follows: <br />1. Construction of a cinder block garage in the Park to enable the City to <br />clean up that area where the Service Department has its equipment. <br />2. Construction of a Arw jail, to be connected to the Police Station to house <br />four male and two female prisoners, thereby eliminating the cost of <br />hiring jailers. <br />3. Road improvements to continue, and the necessity of the widening of <br />Whitethorne to sixty (60) ft., and straightening out of the curve. <br />4. Acquire right-of-way on Brookpark Extension from Martin Drive to <br />Porter Road, <br />- 1 - <br />
