FEBRUARY ~~, 1958 <br />MINUTES OF A MEETING OF THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, OHIO <br />Present were Paul J. Gareau, Mayor, Ralph A. Hazelton, President of <br />Council, J. Hinkel, E. Hixson, W. Kramer, Mra. Lynch, Bruce MacDonald, <br />F. O~Neill, J. Wilson, Patrick A. Gareau, Safety Director, and Lloyd <br />E. Barnes, Service Director. <br />` Also piesent were C. J. Oviatt, Solicitor, E. M. Christman, Clerk, <br />Everett Dean, Engineer; and Alice Dobbins, Treasurer. <br />The minutes of February 4th were approved as corrected. <br />The Service Director stated Council is to consider the advertising of bids <br />for Gasoline, Diesel Fuel and Lubricating Oil. <br />The Safety Director talked to the Chief of Police and Fire Dhief and <br />it was discovered that four men in the Polic® Department had no schooling, <br />whatsoever; Patrolman Taylor is now attending a class at Western Reserve <br />and three men are to review essential elements of crime. The Police <br />Departanent is lacking in trial court procedure, and it is hoped to <br />conduct classes with respect to proper procedure and presentation to <br />court. Arrangements should be made to send the-men to the Cleveland <br />Police and Fire School. <br />The Safety Director further stated that upon inspection of Engine House <br />No. 1, the pumper is fifteen years old and dust about worn out; futher- <br />more, there is only one ambulance in the City, and no protection from <br />Engine House No. 2. An additional ambulance is necessary and it should <br />be placed on the ballot along with the purchase of a new pumper. <br />The Mayor read a communication from the Cuyahoga County Engineers regarding <br />an agreement ordinance of consent for the improvement of Dover Center Road, <br />at a cost of ~z57,000.00. It was turned over to the Streets Committee <br />to get together with the Engineer. <br />The Mayor read a communication from the United States Mayors Committee <br />on Natural Gas Legislation regarding the I~riss-O~Hara bill. <br />The Mayor read a communication frog the Cuyahoga County Public Library, <br />regarding adequate Library service and the meeting of the Budget Com- <br />mission with the Board of Tax Appeals on the 27th in Columbus for the <br />County to receive additional funds. <br />The Ma~ror administered the Oath of Office to Mr. E. J. Gandy, Building <br />Commissioner. <br />Mr. Hazelton stated the ordinance for the improvement of Dover Center <br />Road had been referred to the Streets and Finance Committees to get <br />together with the Engineer. <br />Mr. Wilson reported the Finance Committee met x~th Elroy Christman, the <br />Auditor, on Friday, February 14th, and went over the proposed list of <br />appropriations and forthcoming needs - Dover Road 10% of .,2,57,000.00, <br />additional firemen and policemen, street maintenance etc. A further <br />study is to be conducted. <br />Mr. O~Neill reported the Transportation Committee met on February 7th <br />to familiarize the Committee with the operation of the bus line. In <br />brief, there are a total of twenty-five buses in service and twenty- <br />six drivers. November, December and January, the bus line showed profit. <br />Within the next thirty days the Committee will go over it in more detail <br />and review the wage proposal of January, 1958. <br />
