r
MINUTES OF MEETING,OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
March 15, 1966
8:13 P.M.
Present; Mayor Ralph Christman; President of Councii Francis J. 0'Neill;
Henry Caster; Carroli Eian; Jack Foltz; Virginia Hodqins; Dewey Limpert;
Alex Mangani; John West.
Also present: J. Bruce Kitchen, Law Director; W. L. Gerlach, Finance Director;
Del Limpert, Safety-Service Director; Richard Labas, City Engineer; Margaret
West, Clerk.
Minutes of the meetinq of March I, 1966 were corrected on Paqe 6 at the end
of the paraqraph on Ordinance 66-54 as follows: change "west side" to read
"east side." The minutes were then approved as corrected.
Mayor Christman requested that leqislation be prepared authorizing the C-ity
to sell the lot on Fitch Road which was purchased last summer, to the State,
for the highway. The State has made what seems to be a satisfactory offer.
Mayor Christman advised that he was in receipt of a letter from the County
Commissioners advising that they had received a petition for the annexing of
a portion of Olmsted Township to the City of North Olmsted. A meeting has
been set for May 19, 1966 at 10:30 A.M. in Room 451 of the County Administra-
tion building.
The Mayor announced that on March 4th the intercepting sewer was inspected and
notice of approval of $169,300 on the Federal grant has been received. This is
the second portion of the qrant.
Safety-Service Director Limpert submitted a written report, to which Council
was referred for his various requests.
The Mayor's request for legislation on the Fitch Road property was referred to
the Public Parks, Property and Recreation Committee for study.
Mr. Caster, Chairman of the Municipal Development Committee, reported on their
public meeting with residents of the Garden City area relative to the proposed
installation of sidewalks. He reported about forty people afitended, with
various comments for and against sidewalks. Most of the residents opposed
to installation at the present time wanted to wait until the sanitary sewers
are installed before sidewalks are put in. A counter argument is that unless
there are sidewalks when sewers are being installed, access to the area would
be well nigh impossible. At a subsequent committee meeting, the committee
further discussed the questions, and recommends for the benefit of all those
involved in the area, especially the younqer children, that the City proceed
with the installation of sidewalks on the side opposite the sewers, the same side
as the fire hydrants and the water mains.
