MdNUTES OF THE MEETING OF TIiE COUNCIL <br />THE CITY OF NORTH OLMSTED, QHIO <br />April 20, 1965 <br />8 : 24 P, M. <br />Present: Mayor Ralph Christman; Fresident mf Council Francis J. 0'Neill; <br />Henry Caster; Jack Foltz; Virginia Hodgins; James Le,onard; Dewey Limpert; <br />A. L. Mangani; John West, <br />Also present: J. Bruce Kitchen, Director of Law9 W. L. Gerlach, Director of <br />Finance; Del Limpert, Safety-Service Director, Richard i,abas, City Engbneer; <br />Margaret West, Clerk. <br />Minutes of the meeting of April 6th were approved as reacl. <br />Mayor Christman opened the meeting by reading the official praclamation of <br />North Olmsted's Sesqui-Centennial celebration this year. <br />Safety-Service Director Del Limpert presented a written report, in which he <br />requested review of the request for release of the bomds for Pacer Construc- <br />tion in Stoneybrook; requested Council to consider establishing a yearly <br />permit fee f or lmcal wide load haulers; recommended the creation of a Safety- <br />Service Director's Secretary, <br />Mrs. Hodgins reported t4ae Safety Committee met on April 13th, at which it <br />was decided to lift6fthe truck no-passing ordinance which has been under <br />consideration f or some time, until the City has a no-parking ordinance for <br />the entire length of Lorain. <br />After discussing a letter f rom the Law Director on the subject, the committee <br />voted to consider the matter of the accumulation of time off by fire and <br />police at a later date when the City has the money to hire additional men <br />so that the city will have adequate protection. <br />They also discussed concealed weapons laws, but decided to rely on state <br />and national statutes until such time as local legislati.on might be necessary. <br />A discussion on fire permits was tabled until a future meeting when the Fire <br />Chief or his assistant could be present, <br />Mr. Foltz, Chairman, the Legislative Committee, reported they met April 8th <br />with Assistant Fire Chief Ted DeWerth with regard to blasting operstions. <br />'I`he committee recommends that legislation for blasting in North Olmsted be <br />drawn up, using the Parma ordinance on the subject as a guide. <br />The committee recei.ved a list of city-o4.med vehicles with recommendations <br />for rates to be charged for city equipment when used to assist contractors <br />when moving structures in North Olmsted, whieh had been prepared by the <br />Safety-Service Director. <br />Mr, Caster, Chairman, Public Service and Development Committee, reported <br />that at a me2ting held on April 15th they had diseussed a request from a <br />resident f or relief on his water bill. Plumbing leaks had caused an exceasive <br />charge. The committee decided this was not a request that Council could <br />
