Bruce Kitchen9 <br />City Engineer Frank Dutton and Clerk of Council Florence Holcn. <br />Absento President of Council Francis J. 0'Neill, <br />In the absence of President of Council 0'Neill, President Pro Tem Hodgins <br />presided. <br />Minutes of the meeting of March 5th were approved as read. <br />Mayor Christman issued a proclamation on the Combined Health Fund Drive, <br />April 20 - 27. He also mentioned the completion of the new Library is <br />near and a dedication ceremony is being planned for May 5th. <br />Safety-Service Director Limpert reported that although the Crime Index Trend <br />shows in preliminary 1967 figures crime nationally increased 16% over 1966, <br />and that also in suburban areas there was a 16% increase, our figures for <br />same period show an increase of only 4%. There is also an encouraging repor-t <br />from Fire Department in the decrease of service calls. Mr. Limpert belweves <br />some of this is the result of community relations with the Fire Department <br />personnel. <br />Mro Caster, Chairman of the Municipal Development Comrnittee, reported on a <br />meeting at 10°00 a,m., March 28th, in the offices of Squire,Sander.s &Dempsey, <br />which included the Mayor, Safety-Service Director, Finance Director, City <br />Engineer and Mr. Kuhn of Floyd-Browne, our consulting engineers, on the next <br />phase of sanitary sewers. It is the opinion of Squire, Sanders & Dempsey <br />that we are pushing our debt limit as far as unvoted bonds or special assess- <br />ment bonds, such as sidewalk and street improvement programs, are concerned9 <br />and they advise that we consider using mortgage revenue monies to finance <br />portions of the remaining portions of the sanitary sewer program. A meeting <br />of Council has been set up for April 8th, at $:00 p.m., with Mr. Wayne Kuhn, <br />to study this proposal and take a good look at the total pictureo <br />Mro Miller, Chairman of the Legislative Committee, said they had met March <br />20th with the Board of Building Code Appeals on recommendations for enfoc-cing <br />minimum housing code. They also met on March 28th and agreed that Part 7, <br />Chapter 713.01 etc. of Codified Ordinance should be repealed, and will rem <br />commend this. There will be a Legislative meeting on April 15th, at 8000 p.m <br />on the specific subject of legislation for traveling shows. <br />Mr. Dewey Limpert, Transportation Chairman, said this committee had met <br />March 25th, discussing the longevity request for drivers and mechan-ics. <br />1'he revi ew of our i ncome does not meri t doi ng thi s. I ncome on bus fares <br />is not as good as we would like it to be. The school passes have definitely <br />dropped off. A study wilt be made on how we can get people, such as from <br />Stearns and Porter Roads, to the main bus line, since it is evident that <br />people will not go any distance to ride a bus downtown. Safety-Service <br />Director Limpert and Bus Superintendent Best will look over the situation, <br />.?.?.? . ??
