a <br />, <br />J <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />March 7, 1967 <br />8:14 P.M. <br />Present; Mayor Ralph E. Christman; President Pro Tem Jack Fo1tz;Councilmen <br />Henry Caster, Carroll Eian, Virginia Hodgins, Dewey Limpert, Alex <br />Mangani, John West. <br />Also present: Law Director J. Bruce Kitchen; Safety-Service Director D. E. <br />Limpert!, City Engineer Frank Dutton; Clerk of Council Margaret Weste <br />Absent: President of Council Francis J. 0'Neill. <br />Minutes of the meeting of February 21, 1967 were approved as written, <br />'klr. Caster, Chairman of the Municipal Development Committee, reported on <br />their meeting on February 28. They reviewed the grading and drainage <br />ordinance, 66-121. The recommended amendments are included in No. 67-92 <br />Tahich is on the agenda for this meeting. The City Engineer, the Safety- <br />Service Direetor and the Mayor all concur that the suggested changes will <br />solve some of our drainage problems. <br />Mr. Caster also reported on the meeting-of the Assesament Equalization Board <br />on March 2nd to consider.objections to,the.estimated asses.smenrs for storm <br />sewer installation.and paving and sid.ewalks.on Southern Avenue. The Board <br />has recommended a 30X-.reduction in_the_cost of.the.storm_sewer installation <br />for property owners between.Decker.and the Burns.Road_ditch. _The reduction <br />is to apply only to property where there.are houses, but not_to the vaeant <br />lots. The committee recomneads that-the reduction be accepted, and that <br />the Resolution of Necessity, No. 65-276 which provides for the City to pick <br />up 2% of the cast plus the cast of intersections, be amended, since the City <br />will have to pay the additional cost involved in the reduction to the owners. <br />Mr. West, Chairman of the Finance.Committee,_reported on their meeting on <br />February 23rd, at which they discnsged_the Engineerinq Department. As a <br />result thev recommend to Council_that an additional $30,000 be allocated to <br />the Engineering Department. This is the.result of havinq a full-time <br />en¢ineer and having a staff, whereas before we had a consulting engineer. <br />We now have to set it up like any other department with salaries, etc. <br />The committee.has allocated a lump_sum. After an organizational chart <br />nas been set up, the Leqislative, and Finance Comtnittees will meet and <br />establish salaries.for the people on the chart. Mr. West also pointed out <br />that the $30,000 is an annual rate and since part of 1967 is already past, <br />they will not have all of the money this year. <br />Mr. West stated that there has been no official change in the income tax <br />situation, and we are gaing ahead with the second reading, pending any <br />further developments.
