MINUTES OF COUNCIL <br />PUBLIC HEARING <br />APRIL 27, 1970 <br />North Olmsted City Hall <br />8•15 p.m. <br />This was a hearing on Ordinances Numbers 69-220 and 60-221. <br />Those present from Council: President of Council Francis J. 0'Neill, Council- <br />men Boehmer, Grady, Hodgins, Limpert, Speedling, West, Clerlt of Council Nora Hill. <br />Also present: Mayor Ralph E. Christman, Service Director Charles Watts, Law <br />Director J. Bruce Kitchen, Acting City Engineer Michael Karhan. <br />President of Council Francis J. O'Neill opened the Public Hearing, saying <br />this meeting is to discuss Ordinances Nos. 69-220 and 69-221. <br />Mr. West read Ordinance No. 69-220 in its entirety. President O'Neill then <br />asked if anyone in audience would like to state view in objection to Ordinance <br />No. 69-220, first stating name and address. <br />Mrs. Zipp, 29658 Lorain Road, corrected Mr. West who had said "southwesterly" <br />instead of "northwesterly" as written in Ordinance. <br />Mr. West requested Mr. Karhan to outline area described in Ordinance on map. <br />This was done. Mr. West then explained the background stating a few years <br />ago the seven counties traffic study which was set up by the Federal Government <br />as it was in many areas of the nation, to study what kind of thoroughfares <br />should be in the areas to make traffic more sensible, recommended in their report <br />at that time that Brookpark be extended and the Northeast Ohio Areawide Coor- <br />dinating Agency, which has to approve any federal grant for this area, has also <br />recommended that Brookpark be extended, along with the Regional Planning Commis- <br />sion. This is the reason the extension of Brookpark is now being considered and, <br />Mr. West stated, what we are talking about tonight is not Brookpark extension as <br />much as the rezoning togo with it and rezoning is shown on map and around Brook- <br />park Extensiqli. <br />President O'Neill requested area to be outlined by City Engineer for people in <br />the audience to know what is being discussed. <br />Mr. Peter McDonnell, 4752 Dover Center Road, asked how do you plan to deal with <br />traffic on Dover. He does not want anymore traffic - on Sunday morning he cannot <br />get out of his driveway. <br />Mr. West replied he did not understand - why are we going to put more traffic on <br />Dover Road. <br />Mayor Christman stated that right now the heaviest flow of traffic on Lorain is <br />between Brookpark and Dover. There is a great deal of right turn traffic from <br />Lorain going onto Dover and the reverse, coming from Dover turning left onto <br />Lorain. The extension of Brookpark into Dover would be done with a third lane ? <br />for left turning on Dover into an extended Brookpark. He'stated he does not <br />anticipate a lot more traffic going onto Dover and north from this extension, <br />but that it does pull a lot of the traffic off of Lorain that is turning right <br />onto Dover. <br />:.?,. .. ? .. .. ... . . .. . . . . . .. . . .. . . ... . .. . . . ... , , .. . . . . . . . . . . . . .
