<br />MINUTES OF THE MEETING 0'F TRE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 3, 1970 <br />8:40 P.M. <br />Present: President Francis J. 0'Neill, Councilmen Boehmar, Grady. <br />(temporarily out of room at Roll Ca11) Hodgins, Limpert, <br />Frokasy, Speedling, [Jest. <br />Also present: Mayor Ra].ph E. Christman, Finance Director tJilliam <br />Gerlach, Law Direetvr J. Bruce Kitchen, Acting City <br />Engineer Michael Karhan, Clexk of Council Nora Hill. <br />Minutes of ineeting of Febxuary 17th were approved as written. <br />Mayor Christman reported the following: 1) In receipt of information <br />that Mr. A. L. Koontz, member of the Charter Review Commiseion, wvuld <br />like to resign because of entering hospital for operation. Mayor <br />Christman has not received official reaignation nor is there a replace- <br />ment at thie tine; 2) in reference to the City of Cleveland's moratorium <br />on isauance of water permits, he does not feel that North Qlmsted should <br />be affected. Maqor Christman said the City of Cleveland may be well <br />neaning in intention but he does not feel from past hietory this solution <br />will help us right now, and stated it is a willful wanton act on the part <br />of the City of Cleveland and requested legislation authorizing our Law <br />Director to contest, and to hire additional 1ega1 help if needed; 3) <br />Mayor Christman stated we are havi.ng problems with the m8in line into <br />the Treatment Plant. Shifting of the hill required the water line and <br />gas line to be replaced last Sumaer and now is affecting the main sewer <br />trunk line. He does naC have cost estimate for repair but it could run <br />as high as $40,000. Two contractors have found out where areas are and <br />have them pretty well pinpointed and requests legislation to enter into <br />contract; 4) On Contract 16 we have sn effective starting date of <br />F'ebruary 23rd, and on Contract 15 an effecCive starting date of March <br />23rd; 5) Mayor Christman requested Council's approval o€ appointaeents <br />of Mr. A. L. Conti to the Civil Service Commission for a six yeax term, <br />and Mr. Ernest Green to serve on Board of Zoning Appeals; 6) Mayor <br />Chriatman would also like to request authorization for advertising for <br />bids for replacement of two police cars. (Mr. Grady is naw present.) <br />Service DirecCor Charles Watte requested authorization to purchase 2000 <br />tona of asphalt, 1000 tans of slag, diesel fuel, gasoline amd lubricating <br />oil. All of these contracts expire fn April. <br />Mrs. Hodgins, Chairman Public Parks, Property & Recreation Coammd.ttee <br />atated this Conttnittee met on Febxuary 25th; ,-reaeut were Councilmen <br />Boehmer, Speedling, Prokasy and Service Director Glatts. The plasLS for <br />the Watk-In Park as presented were approved by this Covaittae. The park <br />would be a triangular ahaped piece of land that caould be Iandlacked when <br />the new highway goes through the area. T'he State has no ebjectian to <br />the City utilizing the piece of ground and the only cost to the Citq wouZd <br />be impravements made to the site. Mxs. Hodgins etated the recammendation <br />
