? <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />January 21, 1969 <br />8:00 P.M. <br />Present: President Francis J. 0'Neill, Councilmen Caster, Eian, <br />Hodgins, Limpert, Prokasy, West. <br />Also present: Mayor Ralph J. Christman, Service Director Charles <br />Watts, Finance Director William Gerlach, Law Director <br />J. Bruce Kitchen, Acting City Engineer Michael Karhan, <br />Clerk of Council Florence Holm. <br />Absent: Councilman Mfller. <br />President of Council 0'Neill called the Public Hearing to order at <br />8:00 p.m. He read the legal notice which had been published in the <br />Cleveland Plain Dealer on January 17th, which stated that this hearing <br />would be held January 21, 1969, at 8:00 p.m., in the City Hall, on <br />question of whether the improvement of Southern Avenue from McKenzie <br />Itoad to a point 165' west of Decker Avenue should be made. Bids for <br />the construction of this improvement were received, and the lowest and <br />best bid for labor and materials had exceeded the estimated cost for <br />such labor and materials by more than 15%. President 0'Neill then <br />asked if there were any objections to going ahead with this improvement. <br />There were none. The Public Hearing was then adjourned by the President <br />at 8:05 p.m. <br />The meeting of the North Olmsted Council was then called to order. <br />The minutes of January 7, 1969, page 2, second paragraph (re: Ordin- <br />ance 68-213) should be corrected to read as follows: "Mr. Caster moved <br />for suspension of rule requiring three separate readings, seconded by <br />Mr. Prokasy. Affirmative vote Caster, Hodgins, Limpert, Prolcasy, West. <br />Mr, Caster then moved, seconded by Mr. Prokasy, to pass the Ordinance. <br />Affirmative vote Caster, Hodgins, Limpert, Prokasy, West." The January <br />7th minutes stand approved as corrected. <br />Mayor Christman said he is supporting the National Exchange Club through- <br />out the country in their annual drive for law and order by proclaiming <br />the week of February 9- 15 as National Crime Prevention Week. <br />Mr. Caster, Chairtnan of Appointments, Industrial Development and Munici- <br />pal Development said the latter committee had met on January 14th. They <br />had discussed the James Nursery water bill problem, and will make recom- <br />mendation to Finance Committee regarding settlement. They also discussed <br />the Cleveland Trusti property on corner of Lorain and Clague Roads. Mr. <br />Bardon, a Vice President of Cleveland Trust Co., had asked Council to es- <br />tablish a tap-in charge to the sewer for anyone who would tie into it in <br />the future. They (Municipal Development Committee) feel that the City <br />cannot put itself in the position of being a collection agent to help defray <br />cost of a storm sewer by charging others for future tie-ins, and repaying <br />Cleveland Trust. This condition has existed in the past with davelopers, <br />and they have had to bear the complete cost of off-site improvements, as <br />well as their own on-site installations. This committee also discussed <br />fact that the 8" lateral on Dover Rd. between the future Brookpart Exten- <br />4D sion and Lorain should be increased to 10". Committee also recommending <br />use of Armco truss pipe in lieu of vitreous pipe as alternate in Contract <br />16. Theq then discussed the Franklin objection on 1967 Sidewalk Program <br />(on first reading at 1-7-69 meeting), and recommend it be on 3rd reading
