* , . <br />' MINUTES OF PUBLIC HEARING OF THE COUNCIL <br />TEiE CTTY OF NORTH OLMSTED <br />. iJuI.y 26, 1971 <br />8:15 P.M. <br />Present: Councilmen Boehmer, Grady, Hodgins, Limpert, Prokasy, <br />Speedling, West. <br />Also present: Mayor Ralph Christman, Service Director Henry Caster, <br />City Engineer Michael Karhan, Asst. City Engineer David <br />Ransbury, Clerk of Council Nora Hill. <br />Mr. West, Chairman Building, Zoning & Development Committee, opened meeting <br />stating this is a Public Hearing on Ord. 71-79 - An Ordinance amending the <br />Zone Map adopted as part of Ord. No. 62-33 (known as the Zoning Code of <br />the City of North Olmsted) by changing the designation thereon as General <br />Retail Business District to Class A Hi-Rise Residential District. Mr. <br />Limpert read ordinance in its entirety. <br />City Engineer Michael Karhan described property on map as well as entire <br />area. <br />Mr. West asked for comments from audience. <br />Mr. S. Scherer, 4944 Porter Road, said he was speaking on behalf of the <br />Residential Property Owners Association, Inc., and are definiteZy oppased <br />to rezoning of MiII Rd because it wi11 degrade and devalue all of the <br />neighboring properties. <br />Mrs. Higgins, 5107 Porter Road, feels another hi-rise will present another <br />pollution problem with iicinerators: air pollution which will affect homes, <br />aluminun siding, etc. Also feels there will be noise pollution. <br />Mrs. Rush, Porter Road, discussed revaluation of property taxes. A2so <br />discussed number of children from apartment houses that will be going into <br />school system; application for tax reduction of apartments, new apartments <br />being built behind Great Northern. Does not feel anymore hi-rise apartments <br />are needed and opposes rezoning of Mill Rd. for hi-rise apartments. <br />Mr. Hillenbrand, 5153 Porter Rd. spoke against the rezoning - does not feel <br />there is room for all of the cars; feels Dover Rd. is jswned with traffic <br />now in the evening hours and Mill Rd. cannot take the traffic. <br />Mrs. Soko1, 4909 Porter Road, took a survey as to traffic: on a Friday - <br />from 4:10 P.M. until 6:30 P.M. Mill Rd. had 545 cars going west into Porter <br />Road. From Porter Rd. going east - 205 cars for a total of 750 cars in <br />2 1/2 hours. Another survey on Saturday from 10:00 A.M. to 12:30 P.m. on <br />Porter Rd., 650 cars on Porter Rd., and from 1MLi.11 Rd. into Dover - 345 cars <br />totalling 965 cars in 2 1/2 hrs. Feels people in apartirents would be tied <br />up in traffic. Presented picture of MiZl Rd. to Council and spoke against <br />the rezoning. <br />Mr. Diehr, 5079 Porter Rd., spoke against rezoning; discussed sanitary sewers <br />and State Code governing same. Mr. Karhan stated City follows the State Code <br />all sewer drawings are submitted to the State of Ohio, Dept. of Health for <br />approval before they are constructed.
