y <br />MINUTES OF PUBLIC HEARING OF THE COUNCIL <br />THE CITY OF NORTH OLMSTED June 14, 1971 <br />8:15 p.m. <br />Present: President Francis J. 0'Neill, Councilmen Boehmer, Grady, Hodgins, <br />Limpert, Prokasy, Speedling, West. <br />Also present: Mayor Ralph Christman, Service Director Henry Caster, Assistant <br />City Engineer David Ransbury, Clerk of Council Nora Hill. <br />Mr. West, Chairman Building, Zoning & Development Committee, opened meeting <br />stating this is a Public Hearing on Ordinance No. 71-60 - An Ordinance <br />amending the Zone Map adopted as part of Ordinance No. 62-33, (known as <br />the Zoning Code of the City of North Olmsted) by changing the designation <br />thereon as B Residence Single District to Mixed Use District. <br />Mr. Ransbury described area in question on map, as well as mixed use area <br />and commerical area. A general discussion as to buffer zones took place. <br />Mr. West explained Mixed Use according to Zoning Ordinance. <br />Mr. Sol Shur, property owner, gave presentation pointing out property owned <br />by him which is zoned mixed use. A hi-rise building is presently under <br />construction and the next building he wishes to be built facing north and <br />south rather than east and west which is the way the present building will <br />be facing. Mr. Shur feels this makes a better appearance, etc. which is <br />the reason he purchased that property and now wishes it zoned mixed use. <br />Mr. West verified that on the present ground Mr. Shur could build a hi-rise <br />with the present zoning but that it would be built east and west, and that <br />all this zoning would do would enable Mr. Shur to build 90 degrees fram the <br />way the present hi-rise lines up. Mr. West questioned what this would do to <br />the buffer zone. Mr. Shur stated the buffer zone will not change - the back <br />of it should be in line with the present building. In other words, he would <br />start from the southerly line of the present apartment and go north. Mr. Shur <br />feels this arrangement would be better for the neighbors rather than a long <br />line of buildings running the same way. <br />Mr. Fred Guelker, 25846 Kennedy Ridge Rd., discussed the present buffer zone <br />and feels at one point the buffer zone will be reduced another 45 ft. <br />Mr. James Krueger, 25870 Kennedy Ridge Rd., feels this involves 662 ft. of <br />property which is a buffer zone and that Mr. Shur is moving in on property <br />owners on Kennedq Ridge. Discussed buffer zone. Existing zoning was pointed <br />out to Mr. Krueger, as well as proposed rezoning and buffer zone on map. <br />Mr. Ransbury detailed on map existing zoning, pointed out existing mixed use <br />zoning and existing buffer zone - then described and pointed out new proposed <br />buffer zone. <br />Mr. Grady questioned how many houses will be 50 ft. closer to the mixed use <br />district if zoning goes through. There is approximately three.
