Bruce Kitchen, <br />City Pngineer afichael Karhan, Clerk of Council :Vora Hill. <br />Absent: President Francis J. 4'Nei11 <br />In the absence of President 0'Ne1I1 meeting caas called to order bp <br />President Pro Tem Limpert at 8:0^ P.M. <br />htinutes of Council meeting of March 16, 1971, crere approved as written. <br />?tayor Christman reported the folloi,ii.ng: 1) Council is in receipt of copy <br />of letter from Ohio Water l3evelopment Authoritp requesting authority <br />for changing agreement that tae have an the expansion of the plant to <br />take advantage of the additianal funds of Sx thst can be made over and <br />above the entire eligible amount of the project if the project does <br />conform to a Regional Flan and are satisfied that it does. A1ea enclased <br />with letter fs nroposed agreemeat and nxogosed legialatipn *.ahich would <br />authorize the Mayor to enter into Chis revisian of contract° <br />2) ou March 21, 22, and 23, 1971, went to Washington and Cc?utkcil llas re- <br />ceived reporC. Briefly summarized, Mayor Christman attended the Joint <br />Conferez?ce between the National League of Cities and the iJnited States <br />Ccrafereuce o€ Maqors to hear more about the propasals far revarnue ehaacing. <br />Does nat feel that much wi31 come of revenue sharfng out of this ccmferetce; <br />3) on Mmrch 23, 1971, Congressman Minshall arranged for Maqor Gttristman to <br />meet with Mr. Ralph Falange of the Eavironmental Protective Agency tc <br />discu$s the queation of the eJ.igibilitp of our planC exputiaickz prvjsct. <br />Mr. Palange stated that Ohio's pzogrsm does conform to a participating <br />program and our vro3eet would be eligible for 54% of Federal monies if <br />enough aronies were appropriated. <br />4) on April 5, 1971, went to Columbus and met with rLr. Ben Rs?naau::-?Iad <br />2tr. Ned ?dilliams of the Ohio Water Development Authority. They WrcrUU not <br />agree to consider paying back less than the already agreed upcm 7nX until <br />such time as additional federal moaies would come into the State af dhio <br />for iaater Pol2ution CorttCrol Board. They indicated that any ineze"e in <br />federal ffionies is hypo'?:?etical until it is fwaded by Congress. They df.d <br />indicate that they would review a nei? amortization schedule which wauld <br />project payback fxom a lawer rate with an increase in rate in t^wo years <br />if the Federal money c3oes not materialize. This T•yould be in effect sfmilar <br />to the tcao step rate discussad by Mz. Taayne Kuhn last November. Tisyor <br />Christman has asked Mr. I:uhn to prepare such a schedule for ccnsicleraLion. <br />Mayor Christman commtted that the OWDA is pretty adataant until Che Fsderal <br />monies are in Che State's ti11 that they will not alter the agreenout and <br />this probably caill not take place until December 31, 1974, 'as is in eontract. <br />
