MINUTES OF THE MEETING OF THE !.'OUNCIL <br />~... OF THE CITY OF NORTH OLMSTED <br />OCTOBER 17, 1972 <br />8:00 P.M. <br />Present: President Francis J. O'Neill, Councilmen Boehmer, Giesler, <br />Lampert, Prolcasp, Saringer, West. <br />Also present: Mayor Ralph Christman, Service Director Henry Caster, <br />Asst. Law Director Eimer Cowan, Finance Director William Gerlach, <br />Asst. City Engineer David Ransbury, Clerk of Co~cil Nora Hill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of October 3, 1972 were approved as read; <br />minutes of Special Council Meeting of October 12, 1972, were approved as read. <br />Mayor Christman requested authority from Council to negotiate for the <br />Gastown-Mathews properties on Brooknark Extension that City has agreed <br />to put in. <br />Service Director Caster reported the following: 1) received two bids on <br />Walter Rd. repaving: Horvitz Co. was high bidder with $71,000. snd Cleve- <br />land Trinidad Ca. was low bidder with $57,000. Engineer's estimate was <br />approximately $72,000. The bids were based on ultimate quantities and it <br />is known that full quantities will not be used in many of the areas where <br />subbase and pavement is good, in which case resurfacing is all that will <br />need to be done. In some areas the subbase will have to be dug out and a <br />new base put in. Therefore, Service Director looks forurard to a Bch lower <br />total than the $57,000. that ~ apparent at this point; <br />2) on October 20, 1972, will take bids an engineering vehicle and 1972 <br />Sidewalk Repair Program. <br />Mr. tdest questioned if tdalter Rd. will be repaved this year. Asst. City <br />Engineer Ransbury stated contractor feels this can be dcsne. Contracts to <br />be signed this week and caoxk to start immediately. Project to be completed <br />this year weather permitting. <br />Mrs. Saringer, Chairman Environmental Control Committee, reported this <br />Committee met on October I1, 1972. In attendance were Fire Chief, Asst. <br />Fire Chief, Service Director, Law Director and Building Inspectox. Sub- <br />ject discussed was updating City's present ordinance on open burning to <br />conform with the new State Law on open burning. It was Mrs. Saringer`s <br />opinion, as Chairman of the Co~nittee, to make the City ordinance Ss strict <br />as the State's and felt it is the City's duty to enforce this ordinance. <br />After much discussion the others in attendance felt the City ardia~ttce should <br />be left as it is for the present and Iet the State enfaree the ].oat an open <br />burning. It was felt the public should be forewarned about AP 3t}8 afiich <br />is the Ohio Air Pollution Board regulation that states, among other things, <br />one cannot burn leaves. It is a very strict rule aimed prianarily at big <br />air polluters, but includes anyone planning a wall fire in the yard. The <br />fine is $10,000. for big polluters and leaf burners alike.
