Bruce Kitchen, City Engineer Michael Rarhan, Clezk <br />of Council Nora Hill. <br />Absent: President Francis J. O'Neill, Councilman Dewey Limpert. <br />Meeting was called to order by President Pro Tem West at 8:00 P.M. <br />Minutes of Council Meeting of June 20, 1972 were approved as read. <br />Mayor Christman reported the following: 1) as reported at last Council Me~Cing <br />the application for 7Q1 Grant was held up because of the request to increase <br />the housing element. Council is now in receipt of the new work program developed <br />by Regional Planning Commission. The housing element has been increased from <br />$300. to $2200. Many of the items in this were already covered in ocher aspects <br />of the planning, and the total increase in the program is $700. which is on a <br />fifty-fifty basis with the Department of Development. Would like to receive <br />comments of Council within the new few days to indicate whether or not this <br />application should be resubmitted; 2) on June 30, 1972, a meeting was held <br />with Westlake, Bay, North Opted, Stanley Consultants, and Mr. George t,Tatkins <br />of Three Rivers Watershed. 'I4ais in regard to the Stanley Report on the seven <br />city storm sewer problem. Have received preliminary report and are awaiting <br />the official report after the Department of Natural Resources has approved it. <br />Requested Stanley Consultants to gropose a cost for developing certain plans, <br />specs and estimates of cost to implement certain portions of this study and <br />in receipt today of following letter from Mr. M. 5. Goulding of Staley <br />Consultants: <br />"In accordance with our discussions at Westlake City Hall on June 3fl, 1972, <br />concerning the problem of flooding along Cahoon Creek and its tributaries:, <br />Stanley Consultants will prepare an engineering proposal for your consider- <br />ation. Based on the preli~dnary €lood control improvea~nt plan for Cron <br />Creek outlined in the recently completed Regional Storm Drainage and Flood <br />Study, Stanley Consultants will: <br />1. Complete final design plans and specifications for construction of <br />channel i~rovements on main stream of Cahoon Creek through Westlake <br />and North Olmsted. <br />2. Obtain information from Ohio Department of Highways concerning the <br />proposed improvements on State Route 252 (Columbia Road) and the <br />influence of this improveamnt on storm drainage to Cahoon Creek via <br />tributary laterals. <br />3. Perform necessary detailed hydrologic and hydraul~.c aaalysss to <br />determine required drainage capacity of Rase, Rirk, and Ehle Laterals. <br />4. Complete final design pl+aass and specifications for construction of <br />needed channel impro is on these lateral tributaries to Cahoon <br />Creek in Westlake sad North Opted. <br />The above items constitute our general understanding of the engineering work <br />needed to assist the Cities of Westlake atsd North Olmsted to initfate an <br />early action improvement program in order to control flooding from storm <br />drainage in the Cahoon Creek watershed. Stanley Consultants looks forward <br />to serving you in this matter and w~.l forward our engineeri~ progvsal cover- <br />ing the work contemplated following your concurrence in the items listed." <br /> <br />
