C4~E_ <br />~.. ~' <br />r ~ <br />MINUTES OF MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 18, 1973 <br />Present: President Francis J. O'Neill, Councilmmn Boehmer, Giess®r, Limpert, <br />Prokasy, Saringer, Speedling. <br />Also present: Mayor Ralph Christman, Law Director J. Bruce Kitchen, Finance <br />.Director William Gerlach, Service Director Henry Caster, City <br />Engineer Michael Karhan, Clerk of Council Nora Hill. <br />Absent: Councilman John P. West <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of Dece~er 4, 1973, were approved as read. <br />Mayor Christman reported following: 1) Council has been advised of resignation <br />of Mr. Fred Lima from Recreation Commission. :dill have complete list of replace- <br />ments for terms expiring at first Council Meeting in January including replacemmnt <br />for Mr. Lima; 2) Council's representative on Recreation Commission will be retiring <br />at the end of this year and Council should be considering appointment to that <br />Commission; 3) Report from the Yout'r~ Advisory Commission will be presented just <br />after first of the year. <br />Service Director Caster extended his best wishes and thanks to the departing <br />Members of Administration and Council; 2) announced resignation of City Engineex <br />Michael Karhan, effective January 4, 1974, and extended best wishes for ssaccess <br />in his new position as Consultant in the City of Cleveland Engineering Department. <br />Mr. Boehmer, Chairman Environmental Control Committee, had no Committee report <br />but gave following report an street lights: Lumens are being upgrad~ad on street <br />lights on Butternut Ridge to Kennedy Ridge Rd. all the waq through to Columbia Rd. <br />and also from Butternut Ridge on Fitch Rd. all the way to the City Line. <br />Mrs. Saringer, Chairman Public Safety, Health & Idelfare Committee, reported <br />Committee discussed application for a C-1 and C-2 permit application for Fox <br />Radio Parts Co. of Columbus, Inc., dba Grape Vine, 26808 Lorain Rd. There was <br />discussion regarding this and resolution objectir~,f; to this application is on <br />agenda. St. Richard's Church is in objection and Mrs. Saringer believes it is <br />duty of Council to support this objection and require a hearing. <br />Mr. Lampert, Chairman Finance Committee, reported following: 1) Finance and <br />Transportation Committees met in joint meeting. Mr. Ethridge from Ge~ral <br />Motozs Corporation presented data to the Conmiittees on delivery dates on new <br />buses, detailed increase of cost of buses within last few years; discussed time- <br />table of approximately two years for a Federal Grant. Committees also discussed <br />purchasing of buses without Federal Grant and prospects are dim. Bonded indebted- <br />ness for purchase of buses which will not be paid off until 1976 and 1978 was <br />also discussed. Situation is quite serious with increase of riders and tsecessity <br />for new buses is a must; 2) transfer of appropriations on agenda - monies had to <br />be transferred in areas of Service Department; also transferred $30,t~14 from <br />General Fund into Bus Line to offset deficit; 3) legislation on agenda authorizing <br />Safety Director to advertise fox one automobile for Fire Department arhich will be <br />paid for out of this year's budget; 4) legislation on agenda to authorize for bids <br />for five police cars which will be taken out of next year's budget. <br />
