~ ' ~c...,,~..~ <br />MINUTES OF MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 4, 1973 <br />Present: President Francis J. O'Neill, Councilmen Boehmer, Giesser, Lampert, <br />Prokasy, Saringer, Speedling, West. <br />Also present: Mayor Ralph Christman, Law Director J. Bruce Kitchen, Finance <br />Director William Gerlach, Service Director Henry Caster, City Engineer <br />Michael Karhan, Clerk of Council Nora Hill. <br />Meeting was called to order by President O'A1ei11 at 8:00 P.M. <br />Minutes of Council Meeting of November 20, 1973, were approved as read. <br />Mrs. Saringer, Chairman Public Safety, Health & t~Ielfare Committee, reported follow- <br />ing: 1) thanks to the many organizations and individuals who donated to the cause <br />the Committee was able to take care of ten needy families at Thanksgiving and <br />remainder will be taken care of at Christmas Time; <br />2) Mrs. Saringer requested President O'Neill to call a special meeting of Council <br />as a tJhole on December 10, 1973, at 7:30 P.M. - purpose so the Chairman of the <br />Areawide Coordinating Committee can show Council proposals of the extension of <br />Cleveland Hopkins Airport before Council votes Res. No. 73-140. <br />President O'Neill called for a meeting of Council as a Whole on December Z0, 1973, <br />7:30 P.M., City Hall. <br />Mr. Giesser, Chairman Intro Governmental Relations & Legislation Committee, <br />reported following: 1) Past several months Committee has been discussing abortion <br />clinic regulations and reviewing all of regulations passed by Cleveland, Lakewood, <br />and other municipalities. County Board of Health has established a set of regu- <br />lations on abortion clinics which is very similar to the City of Cleveland's. The <br />City of Cleveland is not following it because they do not come under the County <br />Board of Health - they have their own Board of Health. It is Committee's recommen- <br />dation that no legislation be passed on abortion clinics as North Olmsted ~ under <br />the County Board of Health and, therefore, follow the County Board of Health <br />regulations. Any abortion clinics that apply for a permit in North Olmsted would <br />have to get a permit from the County Aoard of Health; <br />2} re proposed weights and measures ordinance proposed by County Auditor - will <br />submit same to Law Director for his review. <br />Mr. Lampert, Chairman Finance Committee, scheduled a Finance Committee meeting <br />on December 11, 1973, at 8:00 P.M., City Hall. <br />Mr. Speedling, Chairman Transportation Committee, reported following: 1) On <br />November 7th he reported that the Utilities & Environmental Committee of Fairview <br />Park City Council had agreed to present and recommend to their Council acceptance <br />of a new contract with our Municipal Bus Line that would change the zone structure <br />and by that change would raise the fares in Fairview Park by 5C. Have since been <br />advised by Mr. Mathias, Chairman of that Committee, that members of Committee now <br />have had a change of heart and they are not going to make the recommendation to <br />Fairview Park Council. Committee have some questions as to actual need for the <br />funds. Mr. Speedling has requested Service Director Caster to put together a <br />financial picture to present to the Utilities & Environmental Committee of Fairview <br />Park to show what our needs for funds and revenue will be in the coming year. <br />
