~ ' ~c...,,~..~ MINUTES OF MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED DECEMBER 4, 1973 Present: President Francis J. O'Neill, Councilmen Boehmer, Giesser, Lampert, Prokasy, Saringer, Speedling, West. Also present: Mayor Ralph Christman, Law Director J. Bruce Kitchen, Finance Director William Gerlach, Service Director Henry Caster, City Engineer Michael Karhan, Clerk of Council Nora Hill. Meeting was called to order by President O'A1ei11 at 8:00 P.M. Minutes of Council Meeting of November 20, 1973, were approved as read. Mrs. Saringer, Chairman Public Safety, Health & t~Ielfare Committee, reported follow- ing: 1) thanks to the many organizations and individuals who donated to the cause the Committee was able to take care of ten needy families at Thanksgiving and remainder will be taken care of at Christmas Time; 2) Mrs. Saringer requested President O'Neill to call a special meeting of Council as a tJhole on December 10, 1973, at 7:30 P.M. - purpose so the Chairman of the Areawide Coordinating Committee can show Council proposals of the extension of Cleveland Hopkins Airport before Council votes Res. No. 73-140. President O'Neill called for a meeting of Council as a Whole on December Z0, 1973, 7:30 P.M., City Hall. Mr. Giesser, Chairman Intro Governmental Relations & Legislation Committee, reported following: 1) Past several months Committee has been discussing abortion clinic regulations and reviewing all of regulations passed by Cleveland, Lakewood, and other municipalities. County Board of Health has established a set of regu- lations on abortion clinics which is very similar to the City of Cleveland's. The City of Cleveland is not following it because they do not come under the County Board of Health - they have their own Board of Health. It is Committee's recommen- dation that no legislation be passed on abortion clinics as North Olmsted ~ under the County Board of Health and, therefore, follow the County Board of Health regulations. Any abortion clinics that apply for a permit in North Olmsted would have to get a permit from the County Aoard of Health; 2} re proposed weights and measures ordinance proposed by County Auditor - will submit same to Law Director for his review. Mr. Lampert, Chairman Finance Committee, scheduled a Finance Committee meeting on December 11, 1973, at 8:00 P.M., City Hall. Mr. Speedling, Chairman Transportation Committee, reported following: 1) On November 7th he reported that the Utilities & Environmental Committee of Fairview Park City Council had agreed to present and recommend to their Council acceptance of a new contract with our Municipal Bus Line that would change the zone structure and by that change would raise the fares in Fairview Park by 5C. Have since been advised by Mr. Mathias, Chairman of that Committee, that members of Committee now have had a change of heart and they are not going to make the recommendation to Fairview Park Council. Committee have some questions as to actual need for the funds. Mr. Speedling has requested Service Director Caster to put together a financial picture to present to the Utilities & Environmental Committee of Fairview Park to show what our needs for funds and revenue will be in the coming year.
