O'Neill, Councilmen Boehmer, Giesser, Prokasy, <br />Beringer, Speedling, West. <br />Also present: Mayor Ralph Christman, Law Director J. Bruce Kitchen, Finance <br />Director William Gerlach, Service Director Henry Caster, City <br />Engineer Michael Rarhan, Clerk of Council Nora Hill. <br />Absent: Councilman Lampert <br />Meeting was palled to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of November 7, 1973, were approved as read. <br />of piece meal; <br />3) received communication from Department of Natural Resources stating that the <br />funding under Federal Land & tJater Conservation Program have insufficient fiords <br />to finance the proposal for improvement of the seven recreation areas and ac- <br />quisition of land on four others, but if proposal was resubmitted before <br />December 31, 1973, it would be retained in their office and considered in the <br />next fiscal year. Piayor recommended to Council that authority be given to re- <br />submit this to the Department of Natural Resources. <br />Mayor Christman reported following: 1) received resignation of Mr. Anthony <br />Rlemer from Civil Service Commission effective November 1st. Mr. Rlemer has <br />moved to Rocky River - his term expires the end of 1973. Mayor will submit <br />a replacement at that time rather than now because of the stipulation that no <br />member is eligible to succeed himself on the Civil Service Commission; <br />2) received letter from the Senior Citiaens and a resolution requesting early <br />action on Department for the Elderly. The Youth Advisory Commission eslished <br />last year to study the problems of youth is ready to make their report and will <br />be ready for presentation to Ca~tncil the second week of Dece~nbsr. Maryor has <br />seen preliminary copy - one of the recommendations is that a I}epartm+ent of Human <br />Resources be established. Matyor would recommend that the total picture - Depart- <br />ment for Elderly and Department of Human Resources be viewed as one unit instead <br />Service Director Caster reported re energy crisis: at this point are receiving <br />our fuel allocations for November - do not know what allocation is going to be <br />for December. Regarding Bus Line - are honoring all charters that have been <br />committed to prior to November 1st. Are not accepting any new charters but are <br />keeping records and requests. <br />Mrs. Beringer, Chairman Public Safety, Health ~ Welfare Committee, reported <br />Committee met and discussed following: 1) application for a new D3 perm3.t to <br />Don Bement, 29919 Lorain Rd. Committee has no ob,~ections to this application; <br />2) application for transfer of a C 2 permit from Consolidated Foods Corp., dba <br />Lawson Mik.Co., 29462 Lorain Rd., to Consolidated Foods Coxp/ dba Lawson Milk <br />Co., 29603 Lorain Rd. Committee has no objections to this application; <br />3) application for a New D 3 A permit to Parkwaq Country Club Inc. Committee <br />has no objections to <br />4) have a request fo <br />and Shepherd's Hill. <br />Conenittee; <br />this application; <br />r a flashing light at intersection on corner of Mastick Rd. <br />Recommended this and requested same be referred to Finance <br />
