MINUTES OF THE N2ETIATG OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />NOVEMBER 7, 1973 <br />Present: President Francis J. O'Neill, Councilmen Boehtser, Giesser, iimpert, <br />Saringer, Speedling, West. <br />Also present: Mayor Ralph E. Christman, Law Director J. Bruce Kitchen, Finance <br />Director W1113am Gerlach, Service Directox henry Caster, City Engineer <br />Michael Karhan, Clerk of Council Nora Hill. <br />Absent: Councilman James Prokasy <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of October 16, 1973, were approved as read. <br />President O'Neill stated he had received letter from Councilman James Boehmer, <br />Chairman of the Public Safety, Health b Welfare Committee, asking that he be <br />removed as Chairman of that ConszE.ttee. With the consent of Mrs. Saria~er the <br />Committee Chairmen have been switched and Mrs. Saringer will take over dscties as <br />Chairman of the Fublic Safety, Health 6 Welfare Committee and Mr. Boehmer will <br />take over the duties as Chairman of Emriro~en~tel Control Committee, after <br />tonight. <br />Mr. Giesser, Chairman Intro Governmental Relations ~ Legislation Committee, <br />reported that Law Director Ritchen~is working on guidelines for abortion clinics. <br />County dust approved some standards also. Mr. Giesser will meet with Law Director <br />Kitchen to review standards set up by Countq. <br />Mr. Lampert, Chairman Finance Committee, reported Committee met and discussed <br />following: 1) Mayor's request regarding joining with Cleveland in opposition <br />to proposed rate increase by East Ohio Gas Co. In checking, there is only one <br />community to ,join in opposition. Committee feels that under present conditions - <br />fuel crisis - that it would be best not to enter such agreement with Cleveland; <br />2) re - purchase of a near engine for fire truck at ~2 Station. This a gasoline <br />engine and under the circumstances, it would be cheaper to convert it to a diesel <br />engine. Legislation for same will be requested. <br />Mr. Speedling, Chairman Transportation Committee, reported he had been contacted <br />by Mr. James Mathias, Chairman of Utilities S Environmental Committee of Fairview <br />Park City Council, is response to a proposal that our Transportation Cosar~l.ttee <br />made in August, 1973. Mr. Mathias advised Mr. Speedling the Utilities & Env3.ron- <br />mental Committee has agreed to recotrmnend to Council the change in zacce structure <br />for the bus line. The nuaiher of zones would be reduced from three to two. Zane B <br />which now extends from McKenzie Rd. to North 02i~ted - Fairview boundary would be <br />extended from McKenzie Rd. all the way to the eastern boundary of Fpirvia-w Park, <br />which in effect is a SC increase in City of Fairview Park primarily. North <br />Olmsted as their part of increased cost of bus line prefer to subsidize the fares <br />of the students rather than raise student fares. This proposal was also offered <br />to Fairview Council but they decided to ta2ge the fare increase rather than <br />subsidize student fares. Will r~uest legislation far an aaend~ent to present <br />contract for submission to Fairview Park far approval - amendsmnt to be effective <br />January 1, 1974. <br />
