O'Neill, Councilmen Boehmer, Giesser, Limpcrt, <br />Prokasy, Saringer, Speedling, hest. <br />Also present: Mayor Ralph Christman, Law Director J. Bruce Kitchen, Service <br />Director Henry Caster, City Engineer Michael Karhan, Clerk of Council <br />Nora Hill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of October 2, 1973, were approved as read. <br />Mayor Christman reported following: 1) in recognition of the work the Cuyahoga <br />County Association for retarded children and adali's has done on a countywide <br />basis, communities are proclaiming Noveeber as Mental Retardation Manth. In <br />line with that would like to point out there is a 1 mill levy on upcosaing election <br />ballot called Issue x`10. Most of these funds would be spent for the training of <br />the mentally retarded, not only the young -but adults in trying to make them <br />self-sufficient. Ropes everyone reads all info available on Issue X10 so that a <br />goad choice can be made on November 6th; <br />2) received letter from Project Face-Lift thanking the City, Service Director, <br />Mr. Tom Auner and Service Dept. for installing fence around Community Cabin; <br />3) this afternoon attended a meeting at Cleveland City Hall called by Cleveland <br />Law Director Whiting. Meeting was an attempt to get different area cc~msumities <br />served by East Ohio Gas Company to coordinate efforts in the hearing before the <br />P.U.C.O. to East Ohio Gas Company's application for rate increase. All have ex- <br />perienced recent increase in telephone and light bills, and this is another one <br />in offing. City of Cleveland is suggesting communities join together in figh tiny <br />rate increase or making sure that it is not an inequitable rate increase, and <br />is suggesting cities contribute in the amount of 4G per capita - which would be <br />$1394.44 for North O lmsted. Rearing is scheduled to start in Columbus November <br />12th. Recommends that Council consider favorably joining in with other cities <br />on this hearing. If Cou~-cil feels it would like to join in the fight - a special <br />meeting of Council might be required to adopt necessary legislation. <br />Service Director Caster reported following: 1) started leaf composting this week <br />at old Romp Property off of Bradley Rd. This is a joint effort with Fairview Park <br />whereby they provide equipment and manpower to pile leaves into windrows, turn <br />them periodically and eventually feed them into a shredder. Compost to be avail- <br />able next Spring will be used by both cities; first for park and city owned <br />property needs and the bal~ece available far residents of both cities. Service <br />Dept. is again urging all residents tv bag their leaves for pick-up on regular <br />collection day. The one piece of City owned equipment will be used to keep road- <br />side ditches and drains free of blockage from accumulated leaves in order to help <br />keep drainage arteries open. In 1972 received excellent cooperation from residents <br />in bagging leaves for pick-up - intend to continue this practice. Also urge that <br />wherever possible the xesidents start and maintain their awn compost piles in their <br />yards. There have been excellent articles in the papers last week-end. Leaf com- <br />posting benefits the environment by eliminating the need to incinerate, bury or <br />dump the leaves by providing valuable organic soil conditioning material for use <br />on the properties. All enjoy bushes and trees for 52 weeks of year: the leaf <br />gathering period only lasts for 6 to 8 weeks. This is not too high a price to <br />pay for the enjoyment the rest of the year; <br /> <br />
