O'Neill, Councilmen Boehmer, Giesler, Lippert, <br />Prokasy, Beringer, gpeedling, West. <br />Also present: 1Kayor Ralph Christwn, gervice Director Henry Caster, Lasr <br />Director J. Bruce Kitchen, Finance Director William Gerlach, City <br />Engineer Michael Karhsn, Clerk of Council Nora Hill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of April 3, 19?3 were approved as read, <br />Mayor Christman reported following: 1) Sometime ago Council was forwarded <br />a request by Cuyahoga County Library for city garticipation in rears to <br />City owned building on Butternut Ridge Rd. which is leased to Cuy County <br />Public Library. They requested this expenditure coe~ out of Revue n6 <br />Funds because library beets have been cut year by year. Library Soard has <br />indicated they have no funds whatsoever to make ttxese repairs, and then are <br />cutting services, personnel, books, etc. The outside of Library stone is <br />marked up -needs to be sandblasted and stone sealed; new planting to <br />be done around outside to discourage loitering near stone columt; mtns~r <br />repairs to brick work that has been knocked loose. An estimate was given <br />of $3,000. and the actual is $4,700. Would like to request Finance Casnittee <br />of Council set up a meeting for discussion of this request; <br />2) Council in receipt of Supplemental Affireeaent to Olmsted Township Sanitary <br />Sewer Agreement which has been under negotiations for almost too years. This <br />is in form now that the County Sanitary Engineer said he would rec d <br />passage to the County Co~iss3oaers. Request that legislation be prepared for <br />passage on emergency basis at next Council Meeting; <br />3) have opportunity to purchase first house south of Engineering Department <br />and have tentative agreement to purchase name at $32,000. Legislation on <br />agenda this evening and would recommend property be purchased; <br />4) have received calls regarding 7-11 Store at Berkshire and Lorain Rd. as <br />to why they are selling laser as this is a dry precinct. Was surprised to find <br />out that 3.2x beer dose not come under the local option election held isi <br />November 1971, to dry up that precinct. Thin was a four part question which <br />passed readily. Ia checking with Clerk of Council was informed that in <br />December 1971, Council was notified of as application for a C-1 and C-2 <br />permit. Letter was written to the Department of Liquor Control Board informing <br />them the precinct had dust lmea voted dry. Liquor Control Board armn~ersd that <br />as precinct has been voted dry no C-2 pemt would be issued but Board dad not <br />inform Council that C-1 permit was not covered and per+eit was 3.esned Msxch of <br />193. Have informed property owners in area of this and it is up to property <br />owners in area paw. Believe they will circulate another petition which covers <br />3.2X beer. <br />5) Sealtest Building will be down by end of week and construction will be <br />started on Police Station shortly thereafter. <br />- :~~ <br />
