O'N~~.11, Cowncila~eti Giesser, Goggia, L~.atpert, <br />Saringer, Sharpe, hest, Wlamrosky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gareau, Finance <br />Director William Gerlach, Service Director Henry Caster, Clerk of <br />Council Nora Hill. <br />Special Meeting of Council was called to order by President O'Neill at 9:fl+0 P.M. <br />President O'Neill stated Special Meeting of Council has been called to deal with <br />Res. Na. 74-119; a liquor application and new legislation - Ord. No. 74-146. <br />There will be no audience participation unless Council so desires. <br />Mr. Giesser moved that the Council of the City of North Olmsted approve the <br />recomtnettdations of the Board of Cautrol regarding the acceptance of bids for <br />the Recreation Center. Motion secondetd by Mr. West. <br />Mr. Giesser referred to request he had made of Law Director Gareau to view <br />entire procedure with xespect to ~screatiaa< Coauplex to m4ite certain everything <br />that has been done up to now is legal and Last Director Gareau has a report. <br />Law Director Gareau c ted there has been a lot of input on everybody's part <br />concerning this project and it is a dual pragrae ss far as legal aspects are <br />conceraad - one d®aling with Bid Council and the other cc~ncerrning the Law <br />Director with not only preparation of the ordianee but also regarding the purchase <br />of land. As far as the Lev Director is concerned the initial stages regarding <br />authorisations are in proper fare. We have received statasssnts from Land Title <br />yesterday concerning the transfer of the properties. Property is in fare a~ all <br />of the necessary papers have been issued and deeds havR-been filed and s~uld be <br />getting those back in about a week. The title hay been transferred. As far as <br />procedure relating to this evening: our previsus ardin~nce deviates a little <br />bit fray the prescribed fort why awtharising the Mayor to eater iota a contract. <br />We usually stop at the Board of Controa. By ordinance we have attended that <br />Council will review the Board of Conntrol recomm,andations. There is a rec anon <br />from the Board of Control; attd it will merely require a :action which has already <br />been submitted and a simple ~tjorfty will be sufficient. After.roLioa~~is passed; <br />also Ord. No. 74-14b which will permit us to accomplish what the Board of Control <br />has recommended then contracts will be pr~rared and be reviewed by the Law <br />Director with respect to each of the sub-contractors. <br />Mr. Giesser commented with respect to what the Board of Control did re <br />It was moved by Law Director Gareau and seconded by Mayor Christmas that the <br />bids and alternates, as re ; cad in the October 11th report of Roster and <br />Associates and amounting to ~2,S4S,634 be accepted; and that the Mayor be <br />authorized to enter into c~tracts eub~,ect to the approval of the ma3ority rs <br />of Council as required by Ries. No. 74-119; and those alternates are including the <br />Studio Rink and the 20© car parking lot paved. <br />Mayor Christman commented the raaaon for including the studio rink in with the <br />contract was the revenue that it will produce to help assure that this Codex <br />
