d <br />MINU'1'E$ OF THE MELTING OF THE COt?NCIL <br />OF THE CITY OF 1~ORTH OLMSTBD <br />OCTOBER 15, 1974 <br />Present: President Frand.a J. 0'N*i31, Councilmen Gieeser, Goggin, Lieepert, <br />Beringer, Sharpe, Wast, Wilamosky. <br />Also present: Mayor Ralph Christmas, Lwr Director Michael Gateau, Finance <br />Director William Gerlach, Service Director Henry Caster, Safety <br />Director Raymond Carnahan, City Engineer J. Howard Childs, Clerk <br />of Council Nora bill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Couascil Meeting of October 1, 1974, were approved as read. <br />Mayor Christman reported following: 1) regarding vacancy on Recreation Com~ti.ssion - <br />would like to recommend the appointment o£ Mr. Philip Beauchastp, 26028 Hefoe Drive, <br />to the Recreation Commission to fill unexpired tare ending 12/31/75; <br />2) have submitted to Council a groposed master plan for bicycle routes in City for <br />Council consideratioa to see if it will meet their approval to have this submitted <br />to NOACA for their approval as a master plan. <br />Service Director Caster reported following: 1) attended seating today at NOACA <br />oa bus ridership survey. This to happen sometime after Nov. 5th and before <br />Thanksgiving Day -exact date has not been specified yet. Tyre will be television, <br />ne~tspaper publicity -real extensive survey of all the transit systems in North- <br />easters Ohio. Will. probably have Hare info on this later; <br />2}regarding employee hired at Treatment Plant: an employee was hired in the lab <br />oas a part-time basis; anticigatAg that the positioas would be created through the <br />ordinsnce which is on third reading tonight. Employee is a graduate bio3aigist and <br />detailed eeployee's educational backgxound. Feels she is well qualified ~d if she <br />is agreeable after position is created by ordinance she will be hired. Presently <br />she is being paid out of the sewer revaszue fund. Mr. Wilamosky stated he has a <br />few questions and will take same up ~ legislation is before Council. <br />City Engineer Childs reported following: l) have completed and submitted to the <br />Federal Insurance Administratioa application to make low cost flood damage insurance <br />available to cover our resfdents oa Rainbow Drive and application was mailed to <br />the F.I.A. on October 3rd; <br />2) regarding sidewalk repair program: Notices were sent to a total of 746 property <br />owners and to-date 424 of those have made the repairs and have notified. the <br />Engineering Dept. and the Bngiaeerias$ Rapt. has made inspection of repairs and <br />appears satisfactory; so more than half of this year's repairs are done. in process <br />of writing a contract to have a caastractox come in and make the rest of repairs <br />and draft copy of contract is now completed. Will be typing review copies next <br />week; but since we have to advertise for bids over a three week period it does mat <br />appear possible to actually have a coastractox on beard doing these repair before <br />the cold weather prohibits the gouriag of concrete. Will actually see the repairs <br />made by our contractor being done early next Spring. <br />Mrs. 3aringer, Chairman Envirouaental Control Committee and Long Range Ylatmiasg <br />Committee, reported Envircmm+ental Control Committee set on October 7, 1974. <br />More facts were reviewed and discussed about the coms+ercial solid waste pick-ups. <br /> <br />
