MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITX OF NORTH OLMSTED <br />OCTOBER 1, 1974 <br />Present: President Francis J. O'Neill, Councilmen Giesser, Goggin, Limpert, <br />Beringer, Sharps, West, Wilamaakp. <br />Also present: Mayor Ralph Christman, Law Director Michael Gateau, Finance <br />Director William Gerlach, Service Director Henry Caster, Safetp <br />Director Raymond Carnahan, City Engineer J. Howard Childs, Clerk <br />of Council Nora Hill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of September 17, 1974 were approved as read. <br />Mayor Christman reported following: 1) would like to recommend fox Council conaid <br />station the appointment of Mr. Frank O'Dell to the Advisory Board of Resources <br />Dept. for the three year term which expires 12-31-76. Submitted resume of Mr. O'Dell <br />to Council; <br />2) have had a Committee wcerking on the possibility of installing some bicycle <br />paths; some trails and lae~es w#,thin the City. Some of this would be in conjunction <br />with the building of 1480. Are ready to report it to the Planning Commission and <br />will see to it the Planning Committee of Council get copy also. <br />Law Director Gateau reported there has been legislation requested to return 35 ft. <br />of e~ements back to some properties on North Park Drive but because of the <br />additional needed information we have to eewrdinate with the Engineering Dept. <br />it is not on agenda but will be ready as legislation for next Council Fasting. <br />Mrs. Beringer, Chairman Environmental Control Committee and Long Raags Planning <br />Committee reported following: l) scheduled an Environmental Control Committee <br />Meeting for October 7, 1974, 8:00 P.M., City Hall; <br />2) Ord. No. 74-73 appears on agenda tonigtet for third reading which is the <br />mandatory posting of gasoline prices. There has been a great deal of debate <br />concerning the mandatory posting of gasoline prices and its effect on the fires <br />enterprise system. Have found it interesting that the opponents of this legislation <br />have claimed that posting of prices is contrary to the free enterprise syate~. Yet, <br />today, because of the change in the market, the same opponents are now posting their <br />prices which, she is sure they would claim is for the purpose of meeting co~epetition <br />of other gasoline service stations with similar prices. The average esotorist is <br />hardly in a mood to drive into a station and find the price not to his liking. <br />Motorists also do not like to be put in the position of seeming chintery by pulling <br />into a station; peering at small figures that give the price per gallon and tb~en <br />driving away without making a purchase. Mrs. Beringer has had an opportunity to <br />circulate petitions sad talk to many people concerning this piece of legislation. <br />Prior to this meeting she has submitted over 100 letters apiece to Councilssa <br />Goggin and Giesser from their constituents urging them to vote in the of#ir®ative <br />for this ordinance. In Mrs. Saringer's opinion, it is consumer oriented and a <br />vote against it is a vote against the well-being of the average conruaeer. Also <br />contrary to what some people claim this legislation bolsters cosapetitiaa Mhich is <br />the foundation of the free enterprise system. It should also be noted that in <br />communities that have adopted the posting ordinance, the cost of gasoline tends <br />to be anywhere from 1C to 3C lower than the communities that have not adopted <br />the posting ordinances.
