<br />r <br />MINUTES OP SPECIAL COUNCIL MELTING <br />OF THE CITY OF NORTH OLMSTLD <br />August 22, 1974 <br />Present: President Francis J. O'Neill, Councilmen Giesser, Coggin, Lampert, <br />Sharpe, West, Wila~sky . <br />Also present: Mayor Ralph Christman, Law Director Michael Garesu. <br />Absent: Councilman 3anet Beringer <br />Meeting was called to order by Psesident O'Neill at 7:30 P.M. <br />~islation: <br />Resolution No. 74-119 was introduced by Mr. Giesser and given its first ruing. <br />A Resolution authorizing the Mayor to advertise for bids for the cx~nstruction <br />of the Recreation Complex to be constructed in the West 260th Block of Lorafa Road <br />in the City of North Olmsted. <br />"Be it resolved by the Council of the City of North Olmsted, County <br />of Cuyahoga and State of Ohio: <br />Section 1: That the Mayor be and is hereby authorizes to ~vertise far <br />bids for the construction of the Recreation Complex to be constructed <br />in the West 260th block of Lorain Road in the City of North Oltserted, <br />according to tae plans and specifications prepared by the Architect <br />and now on file in the office of the Mayor; and that upon xv~val <br />by the Board of Contxol, said approval shall be reviewetd by Govmcil; <br />and upon the approval of a ma~oritp of the eligible Members of Council, <br />the Mayor is hereby authorized to entez into a contract asni execute <br />same on behalf of the City of North Olmsted. <br />Section 2: That this resolution shall take effect and be in force <br />from and after the earliest period allowed by law." <br />Mr. West moved to suspend Rules of Council on Special Meetings to allow far <br />audience participation, seconded by Mr. Wilamosky. riffirmative vote: Giesser, <br />Coggin, Lampert, Sharpe, West, Wilamosky. Motion caxried. <br />Mrs. Sharpe gave a presentation on the RQSter Feasibility and Rec Complex which <br />is attached hereto and part of Official Record. Mrs. Sharpe stated she would <br />appreciate any comments. <br />Mr. Giesser stated there will be a public hearing on the Rec Codex on October <br />10, 1974, 8:00 P.M. This date being two days after the supposed date for the <br />bids to be in. At that tip the bids will be in and will know exact cost. <br />Public will be invited to give their thoughts and comueeats. <br />Mr. West commented some an Council are expecting the architect to go over with <br />Council as proposed to the Adhoc Committee. All have Questions sad there is only <br />one way to find out exactly what this will cost and that is to go and get bids. <br />Many estimates have been made by the architect and other people and all they ere <br />are estimates. When we get the bids we will know the cost and then Coutul can <br />make a decis~.on. Legislation is carefully worded so that before any bids can <br />be awarded or anything started the majority of Council has to approve it. All <br />have questions - can we really afford it; how. much is it going to cost and when <br />we get all through - is it going to be worth what we are spending for it. <br />,. r.~~~, ..,,,..~ <br />
