MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 16, 1974 <br />Present: President Francis J. O'Neill, Councilmen Giesser, Gaggin, Limpert, <br />Saringer, Sharpe, Wilaaaosky. <br />Also present: Mayor Ra1gh Christman, Laic Director Michael Gareau, Safety <br />Director Raymond Carnahan, Sex+vice Director Henry Caster, Asst. City <br />Engineer David McDermott, Clerk of Council Nora Hill. <br />Absent: Councilman Jahn P. West <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council. Meeting of April 2, 1974, were approved as read. <br />tiayor Christman reported following: 1) revised Resolution of Necessity on <br />Brookpark Road Extension oa agenda. Revised estimates are on file with Clerk <br />of Council and at proper time will introduce this legislation, 2j have request <br />from County to participate with theet in the repair of Cedar Point Road Bridge, <br />making use of the $5. municipal license tax fund. Council in receipt of aaa~ <br />and has been referred to proper comm»Lttees for recomanendation; 3) aunoced the <br />appointment of Mr. Howard Childs to fill position of City Engineer - Actag - as <br />of May I, 1974. Mr. Childs is presently getting registered as a Prol~ea~onal <br />Engineer with State of Ohia. Mx. Childs has had 30 years experience with NASA. <br />Council in receipt of his resume. <br />Mr. Caster, Service Director, reported following: 1) gave brief su~ry of <br />tree pleating this past season, naming streets that have com{alete plantin8; <br />also naming streets on which replacements were made; 2) met wfth Struts 8 <br />Drainage Committee and recommended a list of streets for resurfacing; 3) Board <br />of Control met and awarded to Bennett Construction contract for repairs to <br />sanitary sewers in the Deerfield Subdivision. Work will start in a coupls of <br />weeks. All property owners and{ar residents wi21 be notified of the repave <br />and of the inconvenieac+es which they may encounter; 4) the leaf mulching program <br />has not progressed as had hoped. Grournd conditions presently are such that City <br />has not been able to get equipment machinerq into area and re~rark rows of leaves <br />or apply more enzymes. <br />Law Director Gareau reported following: l) minutes reflect Mr. Gareau hNd written <br />letter~to Gold Circle regarding the use of trailers for warehousixzg hies. <br />Would like to report he was successful ire that vein -trailers are not g+xte; <br />2) lawsuit filed in October of 1973 captioned Saul Biskind vs. City of North <br />Olmsted regarding vacation of a plat for a subdivision. The Citq has been <br />dismissed as a party. Land involved is between Jahn Hancock Bldg. and Nn3a~t <br />76 gas station on Lorain Rd. <br />3) Mr. Gareau stated following as a matter of record: According to the f.fied <br />Ordinances any legislation requested by any member of Council far tua~-urgency <br />legislation is due by 5:00 P.M. in the Law Director's office an a l~idaq- before <br />the Council Meeting, and emergectcy legislation is due on a Wedne+sc3~ry ~r3,cir to the <br />meeting. Understanding the circumstax:ces sometimes this caa~ot be dota~. ~ceived <br />a request today at 2:30 P.M. out of B. Z. & D.
