<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />APRIL 2, 1974 <br />Present: President Francis J. O'Neill, Councilmen'Giesser, Goggin, Lampert, <br />Beringer, Sharpe, West, Wilamcsky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gateau, Finance <br />Director William Gerlach, Service~l3irector Henry Caster, Asst. City <br />Engineer David McDermott, Clerk of Council Nora Hill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of March 19, 1974, were approved as read. <br />Mayor Christman reported following: 1) received communication from Chief of <br />Construction Grants Branch of Environmental Protection Agency, advising that <br />grant for Sewage Treatment Plant has been increased - an amount equal to <br />$489,600. which brings federal funding up to 452. It is reimburseable up to <br />S52 if enough federal funds are available. In addition, on Contract 11 - reim- <br />bursement of $56,200 will be forthcoming for grant for intercepting sewers which <br />brings this up to about 442; 2) received report from Mr. Wayne Kuhn an debit lee- <br />way that is available for issuance of non-voted debt for councilmanic bonds. This <br />debit leeway is $3,324,745. Would reca~nend a note ordinance in amount :•sfficient <br />to cover cost of architect's contract be passed to enable payment when bill is <br />submitted; 3) have appointed Mr. Walter Mason as Administrative Assistant; Council <br />in receipt of Mr. Mason's resume. <br />Mrs. Beringer, Chairmaa Environmental Control Co~nittee and Long Range Planning <br />Committee, scheduled an Environmental Control Connr,ittee Meeting for April 8, 1974, <br />8:00 P.M., City Hall. <br />Mr. Goggin, Chairman Streets & Drainage Committee reported Cott~ittee met on <br />March 26, 1974. Service Director Caster, Public Wo~.cs Commissioner Weldon and <br />City Surveyor Patton were in attendance to update Committee on many of the <br />current drainage problems. The Service Department is in process of compiling <br />a list of those streets in greatest need of repair and resurfacing, and have <br />advised Committee list will be ready far next Streets & Drainage Committee Meeting <br />which will be held on April 10, 1974, 7:00 P.M., City Hall. <br />Mr. Giesser, Chairman Building, Zoning & Development Committee and Recreation, <br />Public Parks & Building Ccsnmittee, reported Recreation Committee met this evening <br />and discussed Res. No. 74-35. Will reco~amend to waive the three readings; reason <br />being to get grass in and recreation program for this Summer can use this area; <br />2) Building, Zoning 8 Development Committee meeting scheduled for April 4, 1974, <br />will be cancelled and rescheduled for April 10, 1974, 8:00 P.M., City Hall, with <br />request for Law Director Gateau to attend for discussion of City Line Estates <br />rezoning. <br />Mr. Lampert, Chairman Finance Committee, reported Committee concluded negotiations <br />with the Fire and Police forces -have reached an agreement. Reass~n legislation <br />is not on agenda is there are a cou~-le of areas that need nears attention and at <br />conclusion of that will have legislation for Council; <br />2) Committee also met with Service Department Supervision and is negotiating re- <br />garding salary increases, etc. Have scheduled another meeting on April 15, 1974, <br />with these people. <br /> <br />
