OLr'f~STED <br />MARCH 5, 1974 <br />Present: Councilmen Giessen, Goggin, Lampert, Beringer, Sharpe, Weer, W#lamosky. <br />Also present: Mayer Ralph Christman, Law Mrector Michael Gateau, Finance <br />Director William Gerlach, Ser+ai.ce Director Hemp Caster, Asst. City <br />Engineer David McDermott, Clerk of Council Nora Sill. <br />Absent: President Francis J. O'Neill <br />Meeting was called to order by President Pro Tem Giessen at 8:00 P.M. <br />I~iinutes of Council Meeting of February 19, 1974, sere approved as read; <br />minutes of Special Gouncil ?~:eeting of February 25, 1974, were approved as read. <br />Mr. Goggin moved to amend Agenda to include Res. No. 74-24, seconded by Mr. West. <br />Affirmative vote: Giessen, Goggin, Lampert, Beringer, Sharpe, West, Wilamosky. <br />Motion carried. <br />Mayor Christman reported following: 1) on March 30, 1974, from 10:00 a.m. to 12 <br />Noon the Gounty Auditor`s Homestead Department Staff will be at City Hall to <br />help those eligible in filling in of homestead exemptions; <br />2) in 4 weeks that the cardiac unit has been running there have been 66 squad <br />runs and detailed what runs consisted of. Unit is starting to prove to be a <br />very useful device; <br />3) 50 years ago on March 4, 1924 the North Olmsted Fire Department was first formed. <br />Anticipates working up a recognition pxogram of 50 years of service to the City; <br />gave brief history of fire chiefs and fire trucks including a used Model T Ford <br />purchased in August of 1424 to replace a hand drawee apparatus; <br />4) would like to recommend Res. No. 74-24 be passed on e~aergency in order to put <br />out for bids on the extension of BYOOkgark Rd. from where it now terminates to <br />Gastown area. <br />Law ^irector Gateau reported following: 1) since last Counc±l Meeting hoe <br />rendered two legal opinions - one with regard to the filing of financial <br />disclosure stateaeents pursuant to aseettded Substitute House Bill #55. Basically <br />the opinion has indicated that officials that were elected in November and took <br />office in January are not within the purview of this bill so they do not have to <br />file any financial disclosures. It also indicates that department heads could be <br />subject to it, but they would only be subject to it when and if the Conraittee <br />that is now handling the Ethics Hill determines Chat they, as a class, must do so <br />and sends through an order then the class would have to comply. As of this date <br />do not have it; <br />2) request for a legal opinion by the Mayor as to whether or not employees of <br />the Municipal Bus Line were subject to the amended Substitute Souse Bill #201, <br />which requires payment of time and one-half for overtime. It is the Law Depart- <br />ment's opinion that this does not include the Municipal Bus Line became of <br />revenues less than one million dollars per year. <br />3) Any and all legal opinions that are rendered are filed with the Clerk of Council <br />and are subject to review ; <br />4) sent letter to Clerk of Council concerning proposed establishment for the <br />payment of counsel fox indigents; also copy of letter from Attorney Jack Hildebrand <br />
