<br />MI4~UTES OF MEETING OF THE COtJliCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 5, 1974 <br />Present: President Francis J. O'Neill, Councilmen Giesser, Goggin, Li~ert, <br />Saringer, Sharpe, taest, Wilamosky. <br />Also present: Mayor Ralph Christman, Lase Director Michael Garesu, Finatnce <br />Director t~illiam Gerlach, Service Director Henry Gas ter, Asst. City <br />Engineer David McDermott, Clerk of Council Nora Aill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Mr. tdest moved the Agenda be amended to include Ordinance No. 74-2 on third <br />reading, seconded by Mr. Limpert. Affir~aative vote: Giesser, Goggin, Litapert, <br />Saringer, Sharpe, West, Wilamosky. Motion carried. <br />Minutes of Council Meeting of January l5, 1974, were approved as read. <br />Mayor Christman reported following: 1} appropriation action on. property required <br />for extension of Brookpark Rd. from its present terminus north of Lorain has been <br />filed to permit cons;.~ruction of it to Lorain Rd. and would like to request that <br />the necessary legislation to proceed with the project be taken care of, so when <br />weather breaks this Spring this road can be completed; 2) recommends to Council <br />that they consider establishing a Department of Purchasing and Personnel, and <br />that position of Director of Purchasing and Personnel be created. Feels this <br />can be handled by one person heading that Department. In light 4f increased <br />volume of expenditures the City makes for various items feels economies can be <br />gained and more efficient expenditure of City funds by establishment of a Director; <br />also because of increasing number of personnel employed by City problems have <br />increased and believes it is time to establish one Department to handle these two <br />areas; 3) Council in receipt of Mayor's recommendation on the establishment of a <br />Department of Human Resources which is basically along the lines as recommended <br />by the Youth Advisory Commission given on January 10th. <br />Law Director Gareau reported following: 1} City had previously negotiated with <br />Romp Realty, Inc. for settlement of a sewer rental overcharge as was claimed. <br />Amount for settlement was rejected. Went to trial last week and after plaintiff's <br />portion of trial was completed Romp Realty, Inc. decided to take the offer from <br />the City. Check has already been issued and releases have been sent out - that <br />problem is resolved. <br />Mrs. Saringer, Chairman Envirozu~ental Control Committee, and Long Range Planning <br />Committee reported following: l} re Environmental Control Committee regarding <br />legislation on runway extension at Cleveland Honkies Airport: have talked to <br />Mr. Katzmar and he would like Council to meet at the Airport to review plans, etc. <br />Council is agreeable and date will be scheduled. <br />Long Range Planning Commmittee - Mrs. Saringer reported this Committee met on <br />January 24, 1974, and came up with a 10 point program toward progress: 1) Solid <br />Waste Disposal - Committee agreed this must be handled 4n a regional basis. Would <br />like to request Clerk of Council to write to County Commissioners and ask to be <br />put on agenda of their next solid waste disposal meeting and appeal to them far help; <br />~~ <br />
