MINUTES OF MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 15, 1974 <br />Present: President Francis J. O'Neill, Councilmen Giesser, Goggin, Limpert, <br />Saringer, Sharpe, TJest, Wilamosky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gareau, Finance Director <br />William Gerlach, Service Director Henry Garter, Asst. City Engineer <br />David McDermott, Clerk of Council Nora Hi11. <br />Meetiagwas called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of January 2, 1974, were approved as read; minutes <br />of Special Council Meeting of January 8, 1974, were approved as read. <br />Service Director Caster reported following: 1) He and Mr. McDermott attended <br />Streets & Drainage Committee on January 8th and reviewed camp-over projects and <br />problems of last year; 2) have discussed Walter Rd. paving project with Westlake <br />Service Director Mr. Skodis - portion of Walter Rd. from Maple Ridge north to <br />the corporate line - Mr. Skodis has preae~tted same to Westlake Council and has <br />been referred to their Streets Committee; 3) have interviewed two men interested <br />in position of City Engineer. Will continue to interview and hope to have <br />recommendation to Council in near future; 4) have presented to Transportation <br />Committee of Council and to others a prnpoaed new bus contract with the City of. <br />Fairview Park, who will receive this shortly for their consideration. <br />Mrs. Saringer, Chairman of Environmental Control Committee and Long Range Planning <br />Committee, scheduled a Long Range Planning Committee meeting on January 24, 1974, <br />at 8:30 P.M., City Hall. <br />Mr. Goggin, Chairman Streets & Drainage Committee, reported following: 1) Streets <br />& Drainage Committee met on January 8, 1974, with Mr. Caster and Mr. McDermott <br />in attendance and alI Committee Members. Committee was updated on status of many <br />current projects concerning Service Dept. and Engineering Dept. Mr. McDermott <br />reported Engineering Dept. is compiling recommendations for repair of 'both streets <br />and sidewalks for 1974. tJill also present proposal for new sidewalk rnctian <br />in City. In this regard, Mr. Goggin has contacted the Board of Education to see <br />if they have any prioxity areas where they feel new sidewalks should be constructed <br />to protect safety of students who walk to school. This list will be forwarded to <br />Engineering Dept. for inclusion in their recommendations; 2) Council in receipt of <br />letter from E.P.A. regarding need for feasibility studies for t,Testlake and North <br />Olmsted to overcome drainage conditions in the two cities. Mr. McDermott will be <br />meeting with Westlake Engineer tv study possible alternatives. Further report will <br />be made after that meeting; 3) Tree planting program started late last pear and is <br />still undezway as of this date; 4) Service Dept. has not been able to salt many <br />residential roads this season primarily because of slow delivery of the salt - <br />20 loads on order with 3 loads having b~sen received and this supply is being used <br />to maintain mayor access roads; 5)commeaded Service Dept. for excellent fob on <br />snow removal over past two weeks. <br />Mr. Giesser, Chairman Building, ZoniA$ & Development Committee, and Recreation, <br />Public Parks & Building Committee, reported B.Z. & D. Committee met on January 9, <br />
