<br />MINUTES OF THE FETING OF THE COUNCIL <br />OF THE CITY OF NG~tTIi OLMSTED <br />SEPTEM6ER 2, 1975 <br />Present: Fresident Francis J. O'Neill, Councilmen Beaty, Goggin, Limpert, <br />Saringer, Sharpe, West, Wilamosky. <br />Also present: l~tgor Ralph Christman, Lear Director Michael Gateau, Safety <br />Director Raymond Carnahan, Service Director Henry Caster, City <br />Engineer J. flaward Childs, Clerk of Council Nora Hill. <br />Meeting was called to order by Pres3.~ant O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of August 1~, 1975, were app~•oved as read. <br />Mayor Christman reported following: 1) Recreation Center is progressing rather well. <br />Signed Change Order #lO, fl. 3. Forepaw ~ Sans, Inc., which added the painting of <br />the block walls in shower some lO9 and 149 with an epoxy paint to provide for <br />easier maintenance. Increase = $364.; <br />2) Signed Change Order ~`Il, fl. J. Forepaugt- & Sons, Inc., which provides for the <br />addition of a wall to permit staters with skates to utilize the concession area <br />along ~rl.th those wearing comreantional faot~ear. Included are footings, block <br />wall, doors aid trim in amount of $1,434.51; <br />3) Signed Change Order #~5, D. E. Williaaia Electric, Inc., extending two 4" PnC <br />lines in the utilitp easement area off Canterbury Road so that the buried etsctrical <br />lines will sot be wader the concrete used for the storage of the owner's a r. <br />Increase to project $413. <br />4) On September 11, 1975, at North Olmsted City Hall, 7:30 P.M., there will be a <br />Public Meting with RTA; <br />5)have bgen iuforaa+d by the School Board that Dr. Donald Walters, 5912 Forest Ridge <br />Drive, has been submitted as the School Board's representative to the City Parks <br />and Recreation, Coa~sission. This fills the unexpired term of Mr. 8ugene Barl~urst <br />which will tersiinate on December 32, 1977; <br />b) have distributed to Council a cogy of the report by Director Donald Cops2awnd <br />pertaining to Section 8 of the Housing Assistance Program that will be ope~ting <br />on October let for Cuyahoga County; <br />7) have rec passage of 75-198 on emergency in order to provide rs <br />of the Service DeQartmet~t and Wastewater ~`reata~ent Facility covered by the Ke~r- <br />andum of Understanding with their wage increases. <br />Service Director Caster reported following: Oa August 24th a severe storm hit this <br />area. Storm was fairly widesgread to tine north and to the east of the City. West- <br />lake, Bay and Pairview were victir before it really started itr North Olmsted. <br />Subsequently all the drainage courses on the north side and the coast end vexe full <br />and our drainage had no place to ~ -and sl1 of the watercourses filled up. Had <br />extensive storm water back-up into baseaw~ts, which ixt turn found its way into <br />sanitary outlets which in turn filled up sanitary ].ices, causing sanitary back-up <br />in some areas . The Service Department pu~ued nupterous baseas~nts . The s~niaary <br />crew had auxiliary pumps out at various locations in the northeast area of the <br />City to relieve the volume of water acclated in the sanitary lines. The new <br />pumps at the LeBern Lift Station were in:a+peration along with two gas-driest <br />auxiliaries which were wed intsss~ittetxtly to keep the level at the stations +~11 <br />below the critical Ievel. Recorded 4.1 istttihes of rainfall overall that day sed <br />about b8 complaints were recorded: 17 ion Ward 1, 41 in Ward 2, 3 in Ward 3 attd <br />7 in Ward k. This is not really ixtdicatv-s of all of the people that may have <br />had problems. Every basement co+splaint Nhich was r,,eceived by the Service Department <br /> <br />
