<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NO1~PH OLMSTED <br />MARCH 4, 1975 <br />Present: President Francis J. O'Neill, Councilmen Giesser, Goggin, Limpert, <br />Beringer, West, Wilamosky. <br />Also present: Law Director Michael Gareau, Finance Director Wflliam Gerlach, <br />Safety Director Raymond Carnahan, Service Director Henry Caster, City <br />Engineer J, Howard Childs, Clerk of Council Nora Hill. <br />Absent: Councilwoman Dolores Sharpe. <br />Meeting was called to order by President Pro Tem Beringer at 8:05 P.M. <br />Minutes of Council Meeting of February 18, 1975, were approved as read; <br />minutes of Special Council Meeting of February 20, 1975, were approved as read. <br />President Pro Tem 3aringer explained the Mayer is attending a conference in <br />Washington; President of Council O'Neill is taking the Mayor's chair as Acting <br />Mayor and Mrs. Saringer, President Pro Tem of Council will preside over meeting. <br />Service Director Caster reported following: 1} have submitted pxeliminary appli- <br />cation through NOACA for Section 5 Funds (operating subsidy) Wider the Urban <br />Mesa Transportation Act of 1954 and as revised to include operating subsidy <br />funds November 26, 1974. Have requested federal participation in amount of <br />X8,961. far the last 35 days of 1974, and $41,933. for the first six earths of <br />1975. Deadline for final application for these periods is May 1, 1975 to ~oeae <br />eligible for these funds. One of the requirements which we do not coeeply ~: <br />at this time is that in order to receive Section 5 assistance, an operator of <br />Mass Transpoxtatiaa services must provide for charging no more than one-half of <br />the peak hour fare to the elderly ar the handicapped persons during non-peak <br />hours. Therefore Ord. No. 75-17 will have to be revised to include the handcapped <br />and to provide for the half fare schedule. Recommends that Ord. No. 75-17 be <br />referred back to Comiaittee; <br />2)Official Dedication of North Olmsted, a Bicentennial City, was held on March 2, <br />1975, at the Coeeenmity Cabin. Over two hundred people in attesndance. Congressman <br />Ronald Mottl presented to the Mayor and to the City the official bicentennial <br />framed Certification from the Federal Bicentennial Commission; also booklet con- <br />taining proceedings of the Commemoration Ceremony in honor of the two hundredth <br />anniversary of the First Continental Congress held in the J.S. House of Represen- <br />tatives September 2S, 1974. Mr. Del Black, Six State Area Regional Chairmen of <br />the Federal Bicenten~etial Coea~zissian out of Chicago, I1liacis, presented the <br />official Federal Bicentennial Flag. ~Ir. Al Tomarie of Tomaric Cleaners, in <br />response to the Federal governt's request that business eatablisiuaenta become <br />involved locally in the Bicentennial Celebraticua:s, presented to the Mayeer and to <br />the City the tapestry titled "Aeaerican Legend Rug". North Opted is the third <br />City in the County to be chosen as a Bicentennial City and 76th chosen in the <br />State. Should consider ourselves the True Spirit of '76. <br />Law Director Gareau reported following with respect to progress of Coe~srehensive <br />Plan: ran into a few snags sa, canaequently, had to go back to both Planning <br />Commission and the B.Z.4 D. Came~ttee of Council, as well as Regional Planning <br /> <br />
