..~ <br />.. <br />MINUTES OF THE MEETING OF THE COUNCIL <br />4F THE CITY OF NORTH OLMSTED <br />FEBRUARY 18, 1975 <br />Present: President Francis J. O'Neill, Councilmen Giesler, Goggin, Limpert, <br />Saringer, Sharpe, West, Wilamosky. <br />91.so present: Mayor Ralph Christman, Lew Director Michael Gareau, Finance <br />Director William Gerlach, Safety Director Raymond Carnahan, Service <br />Director Henry Caster, City Engineer J. Howard Childs, Glerk of <br />Council Nora HiI1. <br />Meeting was called to order by President O'Neil]. at 8:00 P.M. <br />Minutes of Council Meeting of February 4, 1975, were approved as read. <br />Mayor Christman reported following: 1) Mayor, Finance Director Gerlach and Mr. <br />Wayne Kuhn went to New York and met with Maody's Investors - geople who establish <br />our credit rating in light of the bond sales coming up at Special Council Meeting <br />on February 20th. Understands our rating has been bettered from an A to A 1, which <br />means a considerable amount of money over the life of the bands; <br />2) will be going to Washington to meet with the National League of Cities and U.S. <br />Conference of Mayors on March 2, 3, and 4th; and will not be here for Council Meeting; <br />3) on Feb. 14th went to Columbus with M„$yars Reese of Bay Village and Martin of <br />Rocky Rivez, and heard Governor Rhodss' proposals far various bond issues and <br />constitutional amendments that he has prc;~osed. Would urge all people to look <br />at them closely. Mayor feels the Legislature should give~the opgartunity to the <br />voters of Ohia to express their feelings on this. Urges all to study the proposals <br />and if in accord contact the Legislature to request that they be put an the ballot <br />in June. <br />grant application. Again have asked far additional infor~tian especially per- <br />taining to the revised guide3.ines; and information on our efforts about our efforts <br />for the operating assistance grant. This is being prepared at the present time. <br />Mr. Caster gave a brief discription of the operating assistance grant. <br />2) are advertising for bids right now far a type of. guard rail; <br />3) have reviexed with Finance Committee Chairman for authorization for bids for <br />asphalt, slag and City coverage insurance. <br />Service Director Caster reported fallowing: 1) today received letter from the <br />Department of Transportation out of Washington and they are reviewing our capital <br />Mr. Childs, City Engineer, reported following: 1) on Feb. 14th Mr. Childs anal <br />Mr. Porter, Superintendent of Wastewater Treatment Plant, visited .the Dubuque, <br />Iowa Wastewater Treatment Plant to review with them the experience they have had <br />with dome coverage an their primary clarifiers. Are considering dome covers on <br />our own clarifier. tanks. as one of the future steps in odor abatement. Have been <br />afraid that putting dome covers on might result in undue problems due to s~isture <br />condensation and related corrosion problems, inside the clarifiers. Inspection <br />of the plant revealed that they are having no problems with condensation and <br />corrosion in their dome tanlrs; but all of their experience tadate has been with <br />very high air purge rates through thane dome enclosures. If we here acre to take <br />a similar air flaw rate to insure against condensation - the yearly operating coat <br />of maintaining that high air flow rate and then proceaging that nix to remove the <br />odors from it, would be excessive. Mr. Childs would not wsnt to rec nd taking <br /> <br />
