tt <br />,, <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTBD <br />FEBRUARY 4, 1975 <br />Present: President Francis J. O'Nei11, Councilmen Giesser, Goggin, Limpert, <br />Beringer, Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gateau, Finance <br />Director William Gerlach, Service Director Heary Caster, Safety <br />Director Raymond Carnahan, Gity Engineer 3. Howard Childs, Clerk <br />of Council Nora Hill. <br />Meeting was called to order by President O'Neill at 8:00 P.M. <br />Minutes of Council Meeting of January 21, 1975, were approved as read. <br />Mayor Christman reported following: 1) introduced Mr. Donald Gopeland, Director <br />of Department of Human Resources - this Department went into operation yesterday <br />and hours are 8:30 a.m. to 4:30 p.m. rir. Copeland is anxious to hear from people <br />to get their ideas regarding this Depart~:ent. Also looking for same vo~.unteers <br />and any and all offers of help will be appreciated. Office will be downstairs <br />in meeting room below Council Ha11 after it is revamped -for the time being it <br />is in the Council Caucus Room; <br />2) bus fare increase which should have gone into effect today has been postponed <br />until February 10, 1975, because of a lack of legislation of that passed by <br />Fairview Park. Fairview Park is having a special meeting this week to straighten <br />that out aiul the bus fare increase will be going into effect on February 10, 1975; <br />3) On February 7th, the Mayor and all Members of Council that can go will be in <br />Richfield where the State Legislature is holding hearings on municipal problems; <br />4) hopefully there will be introduced and given a number tonight legislation to <br />pay the operators of the transit line overtime. This is a requirement that came <br />from the Fair Labor Standards Act in 1974 - it is being contested in the Supreme <br />Court. Mayor explained the purpose of the legislation, etc. <br />Law Director Gateau reported following: 1) He and Assistant Law Director are <br />presently working on the Compzehensve Plan. However, are trging to incorporate <br />certain desired changes into the final piece of legislation and in order to <br />accomplish having the legislative intent incorporated in the .final draft, are <br />planning a meeting perhaps on Saturday to clarify some areas of concern so Chat <br />it can be incorporated. If everything goes well will have the glees of legislation <br />by next Council Meeting. <br />Mrs. Saringer, Chairman Environmental Control Committee and Long Range Planning <br />Committee, scheduled an Environmental Control Committee Meeting on February 10, <br />1975, 7:30 P.M., City Hall. <br />Mr. Goggin, Chairman Streets & Drainage Committee, reported following: i) Res. <br />No. 75-10 placed into this Gommittee at Last meeting: Committee has reviewed <br />and found na objections and legislati~•n is on second reading tonight; <br />2) scheduled a Streets ~ Drainage Committee Meeting on February 11, 1975, 7:30 P.M., <br />City Hall. <br />Mr. Giesser, Chairman Building, Zoning ~ Development Committee, and Recreation, <br />Public Parks & Buildings Coe3.ttee, reported B.Z.&D. Committee met on January 29, <br />
