Fem. <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />DECEMBER 7, 1976 <br />Present: President Dewey H. Limpert, Councilmen Beaty, Boehmer, Beringer, Sharpe, <br />West. <br />Also present: Mayor Ralph Christman, Law Director Michael Gareau, Finance <br />Director William Gerlach, 3afsty A~.ractor Raymond Carnahan, Service <br />Airector Henry Caster, City F~giaear J. Howard Childs, Clerk of Council <br />Nora Hill. <br />Absent: Councilmen Goggin and Wilamosky. <br />Meeting was called to order by President Limpert at 8:00 P.M. <br />Minutes of Council Meeting of November 16, 1976, were approved as read. <br />Mayor Christman reported: 1) on 11/22/76 received correspondence from Mr. Coyer, <br />Chief of Construction Grants Branch of U.S. E.P.A. stating that we received <br />additional funding in the amount of $11,300 for the Contract 11 intercepting sewer <br />which ran from the Forest Ridge Treatment Plant to the Dover Road Lift Station; <br />2) received word from the Ohio Dept. of Natural Resources that the City's outdoor <br />recreation applications for 197b were returned and not funded. They also indicated <br />if they wanted to be revised they could be sent in by July of 1977; <br />3) on 11/26/76 received a proposal from Ohio Dept. of Transportation to resurface <br />the curb lane along Lorain Rd. from the County Line to Brookpark Rd., both sides, <br />by applying an asphalt concrete wedge course, nine feet wide. The City would be <br />exgetted to participate in the coat of the improvement for a lump sum amount of <br />$7,100 which is.20X of the estimated cost of resurfacing. Is recommending that <br />Council pass the appropriate legislation (76-177) and consider the financing of <br />this project by issuance of councilmanic bends; <br />4) there is a need to act prior to the end of the year on Res. No. 76-169 which is <br />the renewal of the City's Health Contract with Cuyahoga County Board of Health. <br />This must be in Columbus by December 31st, and recommends this legislation be <br />passed on emergency; <br />5) Council is in receipt of information for the Third Year Community Development <br />Block Grant Funds. Would like to request Council review the timetables included <br />and nerve accordingly to take advantage of this program; <br />6) Legislation pertaining to the establishment of an organizational chart and <br />salaries for members of the Fire Department is recommended for Council's consideration <br />and approval (76-182); <br />7) WEB submitted pre-applications for five law enforcement projects for 1977 funding <br />by LEAA. The Criminal Justice Coordinating Committee approved our first priority <br />application, an anti-burglary theft unit, for funding in the amount of $55,556. <br />ADJ - $50,000; State - $2,778 and Local Share - $2,778. The project is intended <br />to provide a unit which will analyze burglary/theft offenses committed in our <br />communities; to recognize similarities of criminal operations; identify potential <br />victims and offenders; locate, identify and recover stolen property; create public <br />awareness and information programs. This unit will consist of a Director, Secretary <br />and 3 Detectives. The 3 detectives will be furnished by the six participating <br />communities with North Olmsted's share being I detective for 31 weeks; Lakewood <br />1 for 52 weeks, Rocky River 1 for 22 w®eks, Bay Village 1 for lb weeks, Westlake <br />1 for 16 weeks and Fairview Park 1 for 19 weeks.
