C~.t_ <br />/t- •T <br /> <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />NOVEMBER 16, 1976 <br />Present: President Dewey Limpert, Councilmen Beaty, Boehmer, Sariager, Sharge, <br />West, Wilamosky. <br />Also present: Mayor Ralph Christman, ,Law Director Michael Gareau, Finance Director <br />William Gerlach, Safety Director Raymond Carnahan, Service Director Henry <br />Caster, City Engineer J. Howard Childs, Clerk of Council Nura Hill. <br />Absent: Councilman John Coggin <br />Meeting was called to order by President Limpert at $:00 P.M. <br />President Limpert introduced Weblos of Den 1 of Cub Scout Pack 630 from St. <br />Brendan's. Council welcomed same. <br />Minutes of Council Meeting of November 3, 1976, were approved as read. <br />Mayor Christman reported: 1)would like to recommend for Council approval Mr. <br />James Patton to fill the unexpired term on Board of Building Code Appeals, <br />term ending 12/31/77; <br />2) would like to request legislation for the 1977 Fire Wage Agreement - Council <br />will recall it was a one year agreement with the Firemen and a two year agreement <br />with the Police. The provisions would be similar to the Police and the main items <br />are: third year fireman - $15,237. per year; starting January 1st fully paid <br />hospitalization; and time and one-half for overtime. There are other items of a <br />lesser nature and will get the information to the Law Director. <br />City Engineer Childs reported: 1) briefed Council on status of sidewalk repair <br />program: have completed the inspection of all of the streets in the City with <br />the exception of Lorain Rd., which will be done later, and have identified all <br />sections of sidewalks that require repair or replacement. The complete list of <br />names, addresses and owners of the sidewalks have been compiled along with the <br />listing of square feet that needs fixing at each address and the estimated cost <br />of replacement of that sidewalk if we do it on City contract. All of this <br />information has been summarized and provided to the Clerk of Council along with <br />a request for legislation to get started on this program. Have identified 2005 <br />addresses where repairs are needed - this is about three times the size of the past <br />round of sidewalk repairs. Mr. Childs explained the legal notice will give the <br />people until June 1, 1977, to make repairs themselves, etc. Also have prepared a <br />transmittal letter to go with the legal notice explaining in detail what the City <br />is doing. <br />Finance Director Gerlach reported: 1) the Finance Department is gearing up to go <br />on data processing in a few weeks; have ordered the checks and terminals that will <br />be in the office and the personnel from RITA have been out doing preliminary work <br />on the programming - if Ord. No. 76-154 passes tonight everything is go. <br />Law Director Gareau reported: 1) During the Summer period the Board of Building <br />Code Appeals turned down two requests for Simmons with respect to moving of houses. <br />`' This was appealed to the Court of Common Pleas and this past week the Court of <br />Common Pleas upheld the Board of Building Code Appeals -which means we were sustained <br />in our refusal to permit the wing of two houses so there are two lawsuits that the <br />City was successful in; <br />
