.

-~.c-K-1_.--.
MINUTES OF iZiE MEETING OF THE COUNCIL
OF THE CITY OF NORTH OLMSTED
OCTOBER 19, 1976
Present: President Dewey Lampert, Councilmen Beaty, Boehmer, Goggin, Saringer,
Sharpe, West, Wilaiaosky.
Also present: Mayor Ralph Christman, Law Director Michael Gareau, Finance
Director William Gerlach, Safety Director Raymond Carnahan, City
Engineer J. Howard Childs, Clerk of Council Nora Hill.
Meeting was called to order by President Lampert at 8:00 P.M.
Mr. West moved to amend the Agenda to include Ord. No. 76-154 and Rea. No. 76-I55,
seconded by Mr. Boehmer. Affirmative vote: Beaty, Boehmer, Goggin, Saringer,
Sharpe, West, Wilamosky. Motion carried.
Minutes of Council Meeting of October 5, 1976, were approved as read.
Mayor Christman reported: 1) City owns a strip of land three ft. wide paralleling
the southerly right of way line of Windsor Drive as it approaches McKenzie Rd.
We acquired this strip at the time Park Ridge was planned so that there would be
no "spite strip" under control of the developer. It is now proposed to combine
the two lots south of the City owned three foot parcel so that five lots may be
made fronting on Windsor Drive on the south side. Recommends that Cocnzcil ec-usider
either advertising this strip for sale so that the adjoining property owner can
acquire it in order to make the subdivision feasible, or dedicating this three
foot strip as part of Windsor Drive should the disposition of the property by
advertising not materialize;
2) Council is in receipt of copies of the financial report given by Mr. Kuhn at
meeting the ocher night.
Mr. Boehmer, Chairman Intro Governmental Relations & Legislation Committee and
Public Saf=:ty, Health & Welfare Committee, stated the two new rescue squads are
parked outside Town Hall for public to view this evening. The new squads are
Squad 51 and Squad 53. Squad 51 is now in service at Fire Station #1 and Squad
53 will be put in service tomorrow at Engine House #2. Mr. Goggin referred to
discussion some months ago which seemed to indicate that we did not have the
manpower at Fire Station #2 to properly man the second vehicle at that location
and asked if this has changed, Mr. Boehpper stated no that has not changed but
there will be at least two men on service there and that one squad will be used
for vehicle accidents; it will not be used as a cardiac unit until new men are
put on the department. Mr. Wilamosky stated he recalls discussion some months
ago dust prior to the Council approval of the advertising for bids of those
ambulances wherein the Fire Chief indicated that he was going to reschedule his
manpower so as to provide for available men to man that ambulance at Engine House
4~2 and Mr. Wila~sky hopes the Fire Chief will do as he indicated that he was going
to do prior to the purchase of the ambulances and not keep one in storage until
such time as he feels that he has adequate manpower. The Fire Chief indicated
he felt with the rescheduling of the manpower he would have sufficient force to
man that ambulance and provide the same level -~ the same response time - for the
people living in the west end of town as for the east end. President Lampert
referred Mr. Wilamosky's comments into Public Safety, Health ~ Welfare Committee
for consideration. Mr. Boehmer commented that right now the Fire Department has
men off sick and does not know when they will be back; but there is no reason if
two men do go out on that squad that the Police Department could not possibly
help them in case of a bad emergency, until we do get more men.
