MIN'JTyS OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />OCTOBER 5, 1976 <br />Present: Councilmen Beaty, Boehmer, Goggin, Beringer, Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Chri~9tman, Law Director Michael Gateau, Finance <br />Director William Gerlach, Safety Director Raymond Carnahan, Asst. <br />City Engineer David McDermott,-Clerk of Council Nora Hill. <br />Absent: President Dewey Limpert <br />Meeting was called to order by President Pro Tem Saringer at 8:00 P.M. <br />Mayor Christman reported: 1) at request of Fire Chief have proclaimed the week <br />of October 3rd - 9th, 1976 Fire Prevention Week; <br />2) have received from County Engineer Porter a request for an Ordinance of Consent <br />for the improving of Stearns Road between the southerly limit of I-480 and the <br />North Olmsted municipal boundary with Olmsted fiowaship. This is a section of <br />road approximately 1200 feet long on the west side and 200 feet on the east side <br />with~:n our corporate limits. As explained in Mr. Porter's letter, it is proposed <br />to widen Stearns Rd. from Bagley to our corporation boundaries and if consent <br />is not given, we would have this small section of road in its present two lane <br />status, creating a hazardous highway condition. Mayor requested this be assigned <br />to proper committee for consideration. President Pro Tem Saringer referred same <br />into Streets & Drainage Committee. <br />In absence of Service Director Caster, Mayor Christman reported: 1) did make timely <br />application for funds under the Public Works Program for a service garage facility <br />in the Bradley Rd. area; and also for completion of the second story of the Rec <br />Complex with ten outside tennis courts. Mr. Goggin asked if there is any indication <br />as to length of time before we get any feedback on the proposals; and if these <br />funds will be allocated by county and if so, how much to Cuyahoga County. Mayor <br />thinks we should know in about three months with respect to our proposals; also, <br />the funds are allocated by State. Mayor Christman explained the purpose of the bill. <br />Mr. Wilamosky asked if the grant should be approved what effect would there be on <br />the grant should at a later date it should be determined that the location is not <br />suitable at Bradley for a service garage. Mayor explained this would require a <br />hurried selection of another location or dropping of the application. Have sub- <br />mitted an environmental i~-act statement on the present location. Mr. Wilamosky <br />asked if there was an alternate location included and Mayor replied no - just one. <br />Law Director Gateau reported: 1) submitted letter to Finance Committee requesting <br />a change in the Law Department's staff by adding a position for Law Clerk. This <br />would be under the Federal Works Study Program for graduate professional students <br />in cooperation with Cleveland State University. Basically the student would be <br />hired for not more than 20 hours per week at $3.25 per hr. with 75X of that being <br />paid back by the Federal Government to the University. In other words, we would <br />pay 82~ per hr. for a law student to act as a Law Clerk. Understand it has been <br />reviewed by the Finance Committee and look forward to preparing legislation hopefully. <br />Safety Director Carnahan reported: 1) expect delivery of the two ambulances as of <br />Friday; <br />2) parking lot for Recreation Center will be started on Monday. <br />At this time President Pro Tem Saringer recogaized Webelo Troop 529 in audience- <br />Couacil grid Administration recognized Troop 629. <br /> <br />
