Beringer, <br />Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gareau, Finance Director <br />William Gerlach, Safety Director Raymond Carnishsn, Service Director Henry <br />Caster, City Engineer J. floaard Childs, Clerk of Council Nora Hill. <br />Meeting was called to order by President Lampert at 8:00 P.M. <br />Minutes of Council Meeting of September 7, 1976, were approved as read. <br />Mayor Christman reported: 1} have been informed that the portion of North Olmsted <br />that lies east of Clague Rd. and north of Brookpark is included in the northwest <br />area for Community Responsive Transit, scheduled to commence on October 1, 1976. <br />Community Responsive Transit is intended to grovdde safety and convenient txans- <br />portation for the elderly and handicapped - not on a fixed route - but by reservation <br />made at least one day in advance. The elderly and handicapped can use Community <br />Responsive Transit Monday through Friday between the hours of 9 - 5 p.m. and on <br />Sunday between 8:30 - 3 p.m. There is no Saturday service. Reservations can be <br />made by calling 721-3500 no later than 4 p.m. a day in advance, sad can ride <br />almost anywhere in the area from Clague Rd. to Triskett and Berea Rds. and from <br />Brookpark Rd. to Lake, including Rocky River, parts of Westlake, Fairview Park, <br />Lakewood and parts of Cleveland; <br />2) are working diligently to be able to submit an application under the recently <br />enacted Public Works Bill to NOACA for the A-95 review by September 24th. Two <br />applications are being prepared - one for a service garage facility to be located <br />in the Bradley Barton Road area and the other for completing the second floor of <br />the Recreation Complex as well as possiblq some outdoor tennis courts. Have <br />authorized Roster & Associates to prepare the necessary estimates of cost and <br />backup material as required for these applications. Although the likelihood of <br />funding is not too promising thinks we should make every effort to apply for same. <br />City Engineer Childs reported: 1) bid opening was held for the paving of the <br />parking lot at Recreation Center Codex and low bidder was G. R. Osterland <br />Company with a bid of $33,446. Expects to complete the contractural arrangements <br />later this week; <br />2) the ditch that was to be dug to drain the parking lot at the Len Derin Dodge <br />Dealership and carry the water from that one lot over into the swale at the Rec <br />Center site has been completed. <br />Mr. Goggin, Chairman .Recreation, Public Parks & Buildings Committee, reported: <br />1) Committee reviewed Ord. No. 75-123 which is on thir~{ reading and has no <br />objections; <br />2) reviewed the State`s intention to acquire city land adjacent to Spruce School <br />for the 1480 right-of-way. Committee recommends authorizing the Mayor to sell <br />the parcel to the State and legislation will be requested; <br />3)Because of the State acquisition for 1480 right-of-way there is a parcel of <br />back land adjacent to the City owned property near Spruce School which is owned <br />by Mr. J. Mariner. Committee recommends and requests that the Mayor get an <br />appraisal on this land and a tentative selling price from the owner and report <br />back to Committee, so Committee can look at the possibility of future purchase <br />of this land for recreation purposes. <br />
