[X-c.t~L__._ <br />MINUTES OF T$E MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTSD <br />APRIL 20, 1976 <br />Present: President Dewey Lampert, Councilmen Beaty, Boehmer, Coggin, Saringex, <br />Sharpe, Wilamosky. <br />Also present: Law Director Michael Garesu, Safety Director Raymond Carnahan, <br />Service Director ~nrp Caster, Gity Engineer J. coward Childs, Clerk <br />of Council Nora sill. <br />Absent: Councilman West. <br />Meeting was called to order by President Lampert at 8:00 P.M. <br />President Lispert recognised members of Webioe Troop 332 of St. Rachard's <br />in audience; Council recognised same. <br />Minutes of Council Meeting of April 6, 1976, were approved as read. <br />Service Director Caster reported: 1) Condition of Butternut Ridge Road -due to <br />the condition of the tar bleeding through; fine material was used which created <br />dust problems and reported irhat ttw City did to alleviate the problem. Also <br />explained the method that was used for the resurfacing of Butternut Ridge Rd. <br />last Fall; <br />2) Smoke Testing - have not been able to get back into that program.. At first <br />opportunity will do so and start extending the smoke testing in the northeast <br />area; <br />3) referred to request of Mr. Goggia and have not had a chance to evaluate the <br />number of parking spaces we would lose against eliminating the parking under the <br />trees at the Park and having parallel parking on West Park. Thinks that provisions <br />will have to be made for additional parking somewhere in the Park area for the <br />overflow. If additional parking will be necessitated will try to have a cost <br />estimate for the Finance Committee's consideration before next Council Meeting; <br />Mr. Coggin stated he would like the report he had recp~sted; <br />Mr. Wilamosky asked Service Director Caster if there is any type of guarantee <br />on the contact that was entered into last Fall to provide to the City some <br />protection can labor and material necessary to make repairs we now seek. Ms- <br />cussion ensued by Service Director Caster, City Engineer Childs asui Mr. wi].aerosky. <br />City Engineer Childs $ave reasons why he thinks that to some degree the contractor <br />might be considered responsible for the additional work we are having to do now. <br />There is a one year maintenance bond and he intends to pursue c tion under <br />the terms of that bond for part of what the City is doing now. Mr. Wilas~asky <br />asked for a cost estimate on materials and labor which will have to be a d. <br />City Engineer Childs estimated materials to be between $700. or $800. and ca~xot <br />begin to estimate the labor yet. Discussion continued. <br />Mr. Coggin asked .when we will be able to resume smoke testing. Service Director <br />Caster explained that because of the use of cinders when salt was not available <br />in Winter, the storm inlets and catch basins along Lorain Rd. are fairly well <br />plugged up and before any hard rains hit would like to get those cleaned out. <br />When that is completed, the smoke testing will be resumed as the came people are <br />used to do both. <br />4) Service Director Caster gave his comments on the odor problem at the Treatment <br />Plant stat~.ng over the weekend with the weather conditions there were some complaints. <br />Has no explanation for this condition -all. of the equipment was operable. <br />~~,. <br />
