•- <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF 1~RTH OLMSTED <br />MARCH 2, 1976 <br />Present: President Dewey Limpert, Councilmen Beaty, Boehmer, Goggin, Saringer, <br />Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gareau, Finance <br />Director William Gerlach, Safety Director $ayiwnd Carnahan, Service <br />Director Henry Caster, Asst. City Engineer David McDermott, Clerk <br />of Council Nora Hill. <br />Meeting was called to order by President Lampert at 8:00 P.M. <br />Minutes of Council Meeting of February 17, were approved as read. <br />Mayor Christman reported: 1) there is legislation on agenda this evening <br />resulting from an action of the Cuyahoga County Mayors and Managers Assn. <br />to join in litigation against the City of Cleveland in an effort to regioaalize <br />water, which he would like to introduce. Have several pieces going thru the <br />legislation process - one objecting to rates and one urging regionalization; and <br />since that time the announcetesnt that the City of Cleveland was going to raise <br />water rates brought it all to a head and feels that now is the time to join <br />together with other cities; <br />2) City has been picking up, which is the second pickup, what is called "white <br />goods" at an approximate cost of $24,000 a year. City has found a mss ~o is <br />willing to undertake this if we can have a pickup once a month instead of weekly. <br />This has been discussed briefly with the Environaeental Control Gp!o~ittee and <br />believes brought favorable response. Would like to recommend Council seriousT <br />consider the avenues necessary to bring this about. It would require that say <br />for the first week of the month would be the only time for such mortal goods <br />and this week would cover all of the routes in the City. This man would come in <br />and pick up this. trash - there is a market for it, he would expect to make money <br />on it. Recomsiende Council give same favorable consideration. <br />Service Director Caster reported: 1) regarding bus bids that were received: Have <br />not had an opportunity yet to review with RTA on the alternates. Either tomorrow <br />or next dap expects to meet with them. I~ anyone is interested will advise when <br />meeting will take place. <br />Law Director Gareau reported: 1) This peat week City was served once again with <br />a Complaint from Margolies vs. the City of North Olmsted - that is the refuse <br />collection lawsuit attacking our ordinance. You ma}c recall that lawsuit was <br />previously filed and at the time it was filed, Law Director Gareau filed a Motion <br />To Dismiss because the plaintiff failed to include as a necessary party the <br />Attorney General. The Court dismissed that lawsuit and the lawsuit was filed <br />again and it is substantially the same as it was before so will be defending that <br />all over again. <br />Safety Director Carnahaa reported: 1) Two pieces of legislation on agenda tonight <br />regarding federal funding to upgrade the signs and street markings to conform to <br />the new Ohio Manual of Unifona Traffic Control Devices: Ord. No. 7b-23 is for <br />the upgrading of all non-standard pavement markings of approximately 18,000 <br />lineal feet. This has been prs-se^ated to the State for their approval.
