<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NOitTB OLMSTSD <br />FBBi:UARY 17, 1976 <br />Present: President of Council Dewey Lampert, Councilmen Beaty, Boslwer, Coggin, <br />Saringer, Sharpe, Weat. <br />Also present: Mayor Ralph istman,-Lase Director Michael Carwu, Finance <br />Director Wihi~- Gerlach, Safety Director Raymond Cam, Service <br />Director Baa~ry Caster, City bg3.nssr J. BoNerd Childs, Cleric of Council <br />Nora Bill. <br />Absents Cov~cilman Wilamoaky <br />Meeting was called to order by President Lampert at 8:00 P.M, <br />Minutes of Council Meeting of February 3, 1976, were approved as read. <br />Mayor Christman .reported: 1) received word today from the Ohio Department of <br />Natural R~ouzcas that the proposed project for funding under the Federal Land <br />& Water Consersration Program has not been racommssxdad for approval due to in- <br />sufficient federal funds. They have asked w to review our appiicatit~a and in <br />light of increasing economic conditions reevaluate amd if we wish to resubmit <br />it to do so in writing no later thso March 1st. Would reca~end that Covsuil <br />go on record by motion of resuimittimg the project to the Efhio Department of <br />Natural Resources; <br />2) have bees contacted by Biskind & Shur -the people who were proposing the <br />elderly bowing in the Shopping Center. They are once again talkitcg about <br />building an 8 story structure for approxmstslp 150 suites which would be for <br />elderly an the site the City looked at two years ago and they last yssr. They <br />have asked w to indicate 'by motion of Council the feeling of Council with <br />respect to this - if Council wishes to pursue it further or not. They hays to <br />bid on elderly housing in this srsstshore area and they would bid this projkt <br />on this site for meeting the elderly housing needs of the County. <br />Mr. West moved to resubmit the application for environeental funds for the <br />development of vmriow parks to the Ohio Dsps-rtu~snt of Natural Rasosiress, <br />seconded by Mrs.. bringer. Affirmative vote: Beaty, Boehmer, Coggin, Beringer, <br />Sharpe, West. licrtion carried. <br />Mr. West referred to elderly bowing and asked whether this is sti11 being batted <br />by the joint group - Biskind S Shur and Inter Faith. Mayor stated Inter Faith <br />would be involsrsd in an advisory capacity only - they would not be sassagesaa-t. <br />Mr. West asked what is procedure uoer. Mayor stated ha thinks an indication lies <br />to be given whsthar we wish to pursue elderly bowing in the City of North almstad <br />in the form of an 8 story hi-rise building. This is done by the Cuyahoga County <br />Metropolitan R~awng Authority going out for bids for elderly bowing in this t <br />side area. Developers will sstbmit proposals to the Mausiog Authority for location, <br />type of structure, cost of suites, and they would tu<vs to west certain criteria <br />as far as location,. transportation, etc. Mr. West +-ak+ed whew Council would hsve <br />a final say - is other words, after we have been through this -can are still <br />turn it do!wnY We are not approving it forever?
