<br />MINUTES OF T~iE MEETING OF THE COUIyCIL <br />OF TEiL CITY OF NORTH OLMSTED <br />OCTOBER 18, 1977 <br />LT t f r <br />Present: President Deweq Limpert, Councilmen Beaty, Boehmer, Fairfield, Saringer, <br />Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gateau, Safety Director <br />Richard Koharik, Service Director I~nty Caster, Citq ~egineer J. Howard <br />Childs, Clerk of Council Nora ~iil1. <br />Meeting was called to order by President Lampert at 8:00 Y.M. <br />Minutes of Council Meeting of October 4, 1977, were approved as read. <br />Mayor Christman reported: 1)have received information regarding Substitute H.B. <br />230 which pertains to eligibility for a 2~~ reduction in winter fuel bills for <br />homeowners and renters. First prerequisites are that qou must be 63 gears of age <br />or older during 1977 OR that you are totel.ly and perasnentlq disabled; and that <br />you have an income of less than $7,800. Applications for homacrwners will auto- <br />maticallq be mailed to those qualifying far Homestead Exemptions. Applications <br />for renters may be obtained at our Departrarsret of Human Rasources. Yau may also <br />make further inquirq bq calling that Department at 777-$04(?; <br />2) the Cuyahoga County Magots and Managers Assn. have agreed to set "trick or <br />treat night" on Monday, October 31, 2977, which is the traditional Halloween night. <br />Law Director Gateau reported: 1) since last Council Meeting have had two additional <br />lawsuits filed against the City both from the same plaintiffs charging different <br />defendants: one deny with invasion of privacy - defamation of character regarding <br />the Rush Case dealing with the body in Butternut Ridge Cemetery; and the second <br />one is a mandamus action wherein the Count has issued a temporary order ordering <br />us to move the body from one grave site to a~aother grave site. A hearing on same <br />will be Thuradaq morning; <br />2) after last Council Meeting was asked by Councilman Wilamoskq to give a <br />Legal Opinion with respect to transferring of money from the Bond Retirement Fund <br />and also as to how the interest from the inactive funds is distributed. Copy of <br />the legal opinion has been given to the Clerk of Council and will be an file far <br />anyone who is interested in looking at same. <br />Mr. Fairfield, Chairman Recreation, Public Parks & Buildings, announced a meeting <br />on Saturday, October 22, 1977, 9:00 A.M. for discussion on the senior center. Mr. <br />Fairfield requested the attendance of Ccsmaittee Members plus all Me~exs of Council. <br />It is Mr. Fairfield's understanding that it is a meeting with County and Local <br />Officials discussing the location and different aspects of the senior center. <br />Mayor Christman affirmed eases stating he would like to bring Council up to date <br />on what has transpired so far. Mr. West asked if we are having reps from the <br />senior citizens. Mr. Fairfield requested the senior citizen comsi.ttees be notified. <br />Mayor will do same. <br />Mr. Boehmer, Chairman Intra Governmental R latians & Legislation Committee and <br />Public Safety, Health b Welfare Ccmmittee, reported: 1) Legislation Committee <br />met on October 10th with Mayor Christman and discussed a Regional Water District. <br />Mayor gave a thorough explanation. Comm4ittee agrees and is requesting that Council <br />go along with the resolution; <br />2) Safety Committee met and discussed applications for a C-I and C-2 liquor <br />permit to Minottis Shops, Inc., dba Minottis Drive Through Beverage, 27100 I+otsin <br />Road, and Committee has no objections: <br />,~,..,, w ,~.r. , .... _ ~-..~--,.~~ <br />
