......:.:: F:...-.. <br />C ~~,~~ <br />MINUTES OF TH8 METING OF THE COUNCIL <br />OF THE CIT'X OF NORTH OLt~TED <br />OCTOBER 4, 1977 <br />Present: President Dewey Lampert, Councilmen Beaty, Boehmer, Fairfield, Sharpe, <br />West, Wilsky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gateau, Fi~aance Director <br />William Gerlach, Safety Director Richard Kohazik, Service Director Remy <br />Caster, City Engineer 3. Howard Childs, Clerk of Council Nora Rill. <br />Absent: Councilman Beringer. <br />Meeting was called to order by President Lampert aC 8:00 P.M. <br />Minutes of Council Meeting of September 20, 1977, were approved as read. <br />Mayor Christman reported: 1) recommend that Council consider favorably the <br />adoption of the resolution for the Gity of North Olmsted to Sala w3:th other <br />suburban communities in the formet3on of a Suburban Regional Water District as <br />per the information mailed to Council on September 30th. There is a meeting at <br />RITA tomorrow night that Council is invited to attend to be brnugbt up to date on <br />same; <br />2} would like to recommend that Council pass Ordinances 77-165 and 77-167 on <br />suspension of rules; these ordinances pertain to the improve~-t of Claque Road; <br />3) would like to recoamend that Council act with .e~e,dience on the transfer of <br />the city/school-owned land to the State so that this does not further delay the <br />construction of I-480; <br />4)received correspondence from Kenneth Shartle, Superintendent of the County <br />Libraries, and he indicated that nsrdificatioas are being made to our local library <br />so that it is fu11y accessible for the physically handicapped; <br />5) Reality for a senior center appears most feasible through ~ addition to the <br />Community Cabin. Facts behind this reasoning will be mailed to Coux-cil within <br />the next: few days. Would like to suggest that a meeting be called in the near <br />future for Council with the Director of the Department of Human Resources and <br />representatives of the Cuyahoga County Office o€ Coeaaem-ity Development, who are <br />involved in this, so that this proposal may be further discussed, etc. <br />President Lampert referred Item 1 of Mayor's report into Legislation Ccrs~aittee. <br />President Lampert stated far the benefit of audience that Ord. Nos. 77-155 and <br />77-1b7 were discussed in Caucus and agreed upon that the legislation would be <br />passed on suspension of rules; as well as the legislation pertaining to I-480 <br />which has been in Committee previously and which is numbered 77-171, 77-172 and <br />77-173. <br />City Engineer Childs reported: 1) had bid opening for the Claque Road Culvert on <br />September 30, 1977: received three bids - the low bidder was Northern Ohio Sewer <br />Company with a bid of $66,742. That bid is almost on the button with the estimate <br />we made for the fob which was $65,350. While happy with the price that was bid, <br />unfortunately the low bidder did not submit what could be considered a reepossve <br />bid. By an oversight he neglected to fill out some of the fornsat that ware included <br />in the contract pertaining to equal employment opportunity. Since federal mosey <br />is involved here they are very e~cactisg about the way that program is implemented <br />and the fact that he did not fill the forms out really leaves us so recourse: we <br />cannot at this point accept that bid.
