C~.~-. <br />MII~UT: _ ~ ~' TH;~ MBETING OF TAB COVAtCIL <br />OF 'THE CITY ©F I~RTfl OLMSTED <br />„ SEPTEMBER 6, 1977 <br />Present: President Dewey Lampert, Councilmen Boehaier, Fairfield, Saringer, <br />Sharpe, West, Wilamoaky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gareau, Finance Dirsctor <br />William Gerlach, Safety Director Richard Roharik, Service Director Henry <br />Cfester, City Engineer J. Howard Childs, Clerk of Council iMra Sill. <br />Absent: Councilman Beaty <br />Meeting was called to order by President Lampert at 8:00 P.M. <br />Minutes of Council Meeting of 3uly 19, 1977, were approved as read: Minutes <br />of Special Council Meeting o~ August 1, 1977, were approved as read. <br />Mayor Christman reported: 1) bave been informed that the Coamcxtity Responsive <br />Transit Program of Regional Transit Authority will ba extended throughout the <br />City on a Friday only basis. This is a free service for people holding a <br />Senior Citizens RTA Pass or a Handicapped Pass. Operational hours are between <br />9:00 A.M. and S:OQ P.M. and must'be arranged in advance by calling 721-3500. <br />This service commences on Septe~ber 16th. We do have flyers on this in the <br />Department of Human Rasourcea; <br />2) have received a proposal from the County ~Sngineer to resurface C1~-gue Rd. <br />from Lorain Rd. t~ Westwood. They would do 70X Federal Funds and 302 $5. License <br />Fund and have asked that the City pay for the engineering in order to speed this <br />up. Would like the legislation to be placed into the proper Com~.ttse of Co~cil <br />so that we can move ahead ~ it. This is a proposal for a $220,000 resurfacing <br />and rebuilding of Clague Rd. north of Lorain and it certainly needs it; <br />3) have been asi~ed to pass Ord. Igo. 77-149 - the Co+aseuctity Dsvelopnaent Block <br />Grant Ag*aement for three years - 1978, 1979 and 19Bfl -prior to September 15th. <br />If Council wisieea to .give the legislation two readings and pass it under suspension <br />of rules on September 20th, thinks that would be ties enough; <br />4) had reported out that the projects approved for the 1977 Fund wexe: the <br />Senior Citizens Center, the Beech Lane Culvert, and that the Porter Road Culvert <br />had been turuad down. The Porter road Culvert is mow back an the agenda as a <br />proposal that will be accepted by the Housing Urban Development Department. <br />President Lampert referred proposal from County Engineer into Streets & Drainage <br />Committee. <br />Mr. Wilamosky asked Mayor Christman when it is expected that the projects will be <br />under way. Mayor Christman explained the Settlers Plank Cabin is under way - <br />have received our first bill on that; (2) the LeBera Culvert Replacement - we are <br />awaiting an agreement from Westlake that authorizes the Mayor to enter into an <br />agreement and then we can go out for bids; (3) the Senior Citizens Center - Mr. <br />Copeland has been searching for a locality and does not have say concrete proposal <br />yet; (4) the Beech Lane Culvert and the Porter Rd. Culvert have been Corned over <br />to our Engineering Department and Mr. Childs will make a recommendation. <br />-~ <br />
