'Howard Childs, Clark of Council Nora Rill. <br />Absent: Councilman West <br />Meeting was called to order by President Lampert at 8:00 P.M. <br />Clerk of Council Nora Hill gave report to Council of validation of signatures <br />on Sanitary Sewerage System Charges Initiative Petition filed with her on July 12th: <br />1226 signatures were validated: total vote in last municipal election was 11,931: <br />there are sufficient signatures. <br />Mr. Fairfield moved Council reject the proposed ordinance listed in the initiative <br />petition so the people 1n North Olmsted have a choice of whether they want to pay <br />the flat fee of $85. per year; $65. for retirees; or whether the people want to <br />pay $7.45 per 1000 cu. ft. Lotion seconded by lam. Beaty. Affirmative note: <br />Beaty, Boeh~r, Fairfield, Beringer, Sharpe, Wilamosky. Motion carried. Mr. <br />Wilamosky stated his affirmative vats is based on the fact that by rejecting this <br />it will give the people as opportunity to vote on it. <br />Minutes of Council Meeting of July 5, 1977, were approved as read. <br />Mayor Christman reported: 1) have received notice that the CouACil of Westlake <br />has passed Ord. No. 1977-127 authorising agreement with the City of North Ohrsted <br />for the construction and installation of a storm drainage culvert ~ the emat side <br />of Clague Rd. This is to be doge with Cosity Development Block Qrant lids. <br />The City of Westlake is preparing this agreement and will be subeeitted to the <br />Council of North Olmsted for adoption; <br />2) in the absence of Service Director Caster, would like to report flat after an <br />all night negotiating session b-atween the City and the mea~ers of the Service <br />Department Oa3.on, a tentative agreement has been reached and the agrt will be <br />presented to the members of the iution sometime in the future. Cou~-ci1 h~ been <br />tentatively notified of the terms of it but the written agreement will ba sit <br />on to them. At this tine, we cannot, by mutual agreement, report its eontents; <br />3) have received word from Finance Director Gerlach that there have bsea~ additional <br />collections over and above what had been anticipated in the incoore teat (roped and <br />that there would be enough to provide for three policemen and three fretiM~pn for <br />the last quarter of 1977. It is estimated that this wauid cost appro~ti~tely <br />$23,0. Would like to recoaseend that Council concur in the addition of these <br />three policemen and three firemen. <br />Law Director Gareau reported: 1) the Burkett case - had previously announced the <br />trial was set for August: have since learned it will be Bapte*lper or Oct~-er 'before <br />that case is tried. In anticipation of that will be taking depositions neat <br />Thursday ae~d Friday of all ten plaintiffs in the case; <br />2) received a reply brief from the gig 0 Oldsmobile case dealing with tits tree; <br />3) with respect to the display of pornographic literature have received spa ordinance <br />from the City of Parma from Co~cilman Beringer and also received a copy of the <br />same ordinance from the Safety Director's office.
