. rti <br />C~ ~~ <br />MINUTES OF THE FETING OF THE COUI~CXI. <br />OF THE CITY OF NOP.TH OLMSTED <br />MAY 3, 1977 <br />Present: President Dewey Limpert, Councilmen Beaty, Boehmer, Fairfield, Beringer, <br />Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Christman, Law Director Michael Gateau, Finance Director <br />William GaLlach, Safety Director Richard Koharik, Service Director Henry <br />Caster, City Engineer J. Howard Childs, Clerk of Council Nora Hill. <br />Meeting was called to order by President Limpert at 8:00 P.M. <br />Minutes of Council Meeting of April 19, 1977, were approved as read. <br />Mayor Christman reported: 1) on May 2, 1977, received a draft of the Section 4 (f) <br />Statement which is a part of the draft of the Environmenta]},..Impact Statement which <br />we reviewed last Summer of I-480. We are requested to respond as soon as possible, <br />but no later than June 14, 1977, in order to be able to have our comments incor- <br />porated into the final Section 4 (f) Statement that goes Washington. Clerk <br />of Council has received a copy. Am sending copy to the Planning Commission and the <br />Recreation Commmission for their comments if they so choose. Hopefully if they have <br />really speeded this up thinks a lot of this is due to the pressure that has been <br />put on through the papers, Congressman Mottl's office, and although it was reported <br />it would be on time - it definitely will be later but perhaps could be under contract <br />maybe this year. <br />President Limpert referred draft into Environmental Control Committee - Clerk of <br />Council to make copies for Committee Members. <br />City Engineer Childs reported: 1) on first reading tonight is Ord. No. 77-76 - <br />approving the Assessment Equalization Board Report on the proposed installation <br />of storm sewers and sidewalks on Mill Rd. In anticipation of Council apptoval of <br />that ordinance have taken first steps towards beginning those improva~ntst Have <br />advertised for bids for the removal of trees which are in the right of way of the <br />road and in the way of the sidewalk, along the southern portion of the right of way <br />and bid opening is scheduled for May 12th. This is the first step in a three step <br />improvement program on Mill Rd. Following the tree removal the next step is to <br />install a storm sewer and the final step is to instal. the sidewalk; <br />2) re status of Siebenhar Subdivision, that is an extension of West Ranchview <br />and serves 15 residential lots: at the present time the storm surer, sa~aitary <br />sewer and water main in that new subdivision are completed; have been tested and <br />accepted. The next step is the paving of the street and preparation of the sub-base, <br />etc. Weather permitting could be paving the street as soon as two weeks from ndw. <br />Law Director Gateau reported: 1) Shortly after last Council Meeting received a <br />request from Councilman Beaty for a Legal Opinion regarding the openness of the <br />meeting regarding the adoption or at least the talks about the appropriation <br />ordinance. That Opinion has been written aad is on file in the Clerk's Office. <br />Safety Director Koharik reported: 1) in response to a question on the floor asked <br />at last Council Meeting we will have auxiliary police detailed to the City Parks <br />during the evening hours beginning this year on May 16th; <br />2) at the request of Mr. Wilamosky, have checked the manpower schedule for Fire <br />Station #~2. After discussing this with the Fire Chief, he provided the Safety <br />Director with the schedule for the month of May. The schedule shows that there <br />are at least two paramedics on duty at Station #2 at all times. Chief Bement is <br />here tonight to answer any questions Council may have; <br /> <br />
