<br /> <br />M~NUTE'3 OF THE MEETING OF THE CO'tJiQCIL <br />OF THE CITY OF NORTH OLMSTBD <br />APRIL 5, 1977 <br />Present: Councilmen Beaty, Boehmex, Fairfield, Saringer, Sharpe, Wilamoeky. <br />Also present: Mayor Raiph Christman, Law Director Michael Gareau, Service Director <br />Henry Caster, City Engineer J. Howard Childs, Clerk of Council Nora Hill. <br />Absent: President Lampert, Councilman West. <br />Meeting was called to order by President Pro Tem Saringer at 8:00 P.M. <br />Minutes of Council Meeting of March 15th were approved as read. <br />Mayor Christman reported: 1) requests Ord. No. 75-243, Section 153.03, be amended <br />to increase the salary range for the Director of the Department of Human Resouxces <br />from $8,000 - $15,000 to fxom $11,000 - $18,000. <br />2) have been discussing the billing for the sewers with Regional Income Tsx Agency <br />and also received prices from a computer outfit in Huron by the name of George T. <br />Saxton Associates, Inc. It is the opinion of Mayor Christman that George T. <br />Saxton Associates, Inc., can do a better job at less cost than R.I.T.A. Wfll be <br />presenting recommendation to Council - an agreement with George T. Saxton Associates, <br />Inc. to enter into a contract so that we can start in with our billing. Met with <br />the Water Department today to make arrangements to receive information needed to <br />bill and should be able to get it under way by the first part of June that would <br />handle the quarter for the period ending April 31st. <br />Service Director Caster requested Ord. Nos. 77-57 and 77-58 be passed under <br />suspension of rules as the fuel at-d oil contracts expire the end of May. Mr. <br />Wilamosky discussed time frame far advertising of bide, etc. with Mr. Caster. <br />2) Service Director Caster requested the Finance Committee to set up a meeting <br />to review the wage requests far the Engineering Department, the aupervis3+an for <br />the Wastewater Treatment Plant and the supervision for the Service Departmmn;t. <br />Mr. Fairfield, Chairman Recreation, Public Parks & Buildings Committee, reported <br />Committee met with Recreation Commission and members of the Administration on <br />March 22, 1977, and discussed resolutions that had to be passed, some of which <br />are in legislation form tonight which are: (1) to order a destruction of a <br />building at Clague Park and an erection of one next to the existing building; <br />(2) to have the tennis courts repaved at Ciague Park, and also to have the parkixag <br />area repaved. Would like to direct this to the Service Department. Mr. Fairfield <br />has a statement from the Recreation Com~oission ordering the paving of the parking <br />lot and tennis courts - estimates axe $3,000. each. Mr. Caster stated the repaving <br />of the tennis courts should go through the Safety Director and will have to <br />advertise for bids on that. Mayox Christman stated the repaving of the parking lot <br />will be done by the Service Department - the appropriation is there. Will have to <br />advertise for bids for special resurfacing on the tennis courts. Mrs. Saringer said <br />it was her impression last year that the tennis courts were going to be contracted <br />however at the time was told that they were waiting for specs from the Engineering <br />Department, and asked if the specs are ready. Mr. Childs stated he does not know <br />off-hand. Mayor Christman will look into same. <br />2) Gommittee discussed other recomsneadations from the Recreation Commission but <br />basically looked over the submission that the Finance Director gave on the <br />expenses and income of the Rec Center for last year. Have to make a payment of <br />$160,000 on the interest on the Rec Center bonds by June 14th anal that is one of <br />the problems we are facing with the financing of the Res Center.
