Limpert, Councilman Beaty, Boehmex, Sar3atger, <br />Sharpe, West, Wilaffiosky. <br />Also present: Mayor Ralph Christmas., t.aw Director Michael Gateau, Finance Director <br />William Gerlach, Ser~rice Director Remy Caster, City Bngin~eer J. Aaward <br />Childs, Clerk of Council Dora Rill. <br />Absent: Councilman Fairfield. <br />Meeting was called to order by President Li~ert at 6:00 P.M. <br />Mrs. Beringer moved to amend the Agenda to include the reconsideration of Ord. No. <br />77-2, which is the 60X increase is the sewer rate, in lieu of the fact that the <br />Clerk of Council has received petitions for a Referendum. Mrs. Sar#~,per stated she <br />does not feel ~.t is necessary to have the Clerk ga through the proc+~ra of dstersti.ning <br />the sufficiency of the petitions. Motion seconded by Mr. itilampsky. Imo. Beatty <br />questioned time limit on a reconsideration. Law director Gateau stand t~ Charter <br />stages that when the circulators of a petition submit the petition - this is a <br />referendum - Council shall issues 30 days within which to reconsider the or+~aance. <br />Mr. Beaty stated he does not think it is necessary to reconsider it at this meeting <br />tonight. <br />Roll Gall on Motion: Affirmative vote: Boehmer, Saringer, Wila~crosky. ~gative <br />vote: Beaty, Sharpe, West. 3 Yeas - 3 Nays. President Limpert stata~d b~cavtse of <br />a tie vote he has the privilege of voting; and due to his feelings c:n this particu- <br />lar ordinance from. the very beginning President Limpert will cast a Nay vote: <br />4 Nays - 3 Yeas - Motion- d`efaa-ted. <br />Mr. Beaty commented to the psa~ple in the audience that Council will be able to <br />reconsider this. at a later date after Council has had time to review the petitions. <br />Mr.. Wilamosky verified with Law Director G~.reau that by placing it on the Agenda <br />this evening it would necessitate a vote. <br />Minutes of Council Meeting of February 15, 1977, were approved as read. <br />Mayor Christman reported: 1) in regard to the priorities for the Coaity Block <br />Grant Funds would like to suggest the follawiug be sent to the County and these <br />have to be sent to the County by March 15th: Reclamation of the laadfill area - <br />$51,500; Senior Center - $40,000.; Culvert on Porter Road - $2S,tRtt1.; Repair of <br />sanitarp sewers - $25,000.; Beech Lane culvert - $52,000. Mayor Christ, explained <br />this is over the $114,000. but thinks it is necessary to submit mots than that in <br />case any of them are ruled ineligible by the County. <br />2) would 11ke to report that the discussion on the winterisation of hones for <br />those above the povet+ty level but maybe in an income bracket that would find it <br />hard to lay out a sum of money for insulating, weather sttlgping, etc. In talking <br />with the County wee suggested that a program be established whereby those in the <br />neighborhood of an income of $8,000 annually could have some art of a p~rogtam - <br />mayt~~ even. on a pay-back basis. They have accepted the idea and are suppoa~-d to <br />earmark $250,000. of tlrsir funds for winte~citation program. Mr. West di~tt~ised <br />the Ssnisr Ceelter amd verified that ~.t may not be in North plms~e~d. mayor stated it <br />is poss~:ble it sight not be - but are hoping to find one in Ho~'tb Quad - it would <br />not be solely for forth Olmsted residents but it would be avai~~al~ to tesiAests <br />from the west side area. t+ks. Saringer stated she would like tp sae a Meeting of <br />Council as a Whole to discuss these prioritise before the recom~ndation„s are sent <br />
