~, <br /> <br />x,~ <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTE~D <br />JANUARY 18, 1977 <br />Pxesent: President Dewey Lampert, Councilmen Beaty, Boeheer, Fairfield, Beringer, <br />Sharpe, West, Wilamosky. <br />Also present: Mayor Ralph Ghristman, Law Director Michael Gareau, Finance Director <br />William Gerlach, Safety Director Ray Carnahan, Service Director henry <br />Caster, City Engineer J. Howard Gilds, Clerk of Council Nora Hill. <br />Meeting was called to order by President Lampert at 8:00 P.M. <br />Minutes of Council Meeting of January 4, 1977, were approved as read; <br />Minutes of Special Council Meeting of January 4, 1977, were approved as read. <br />Mayor Christman reported: 1) recommending for Council approval the following <br />appointments: Robert M. Parry, Garl A. Petroski, Mores E. Snodgrass and <br />Donald E. Williams to serve on the Architectural Review Board; <br />Walter T. Spalding to serve on the Civil Service Commission; <br />(3hester H. Remmel to serve on the Board of Zoning Appeals, for term ending 12/31/81; <br />Fred L. Carlton to replace Mr. Robert I3uskey on Board of Zoning Appeals for the <br />remainder of Mr. Duskey's term which expires 12/31/77. <br />2) have scheduled a public hearing for citizen participation in planning for <br />the Third Year Community Block Grant Program. This meeting will be held on <br />February 7, 1977, 8:00 P.M., City Aall Council Chambers. The purpose of this <br />meeting is to inform the citizens of the amount of funds available and of the <br />range of activities that may be undertaken with these funds; to offer citizens an <br />opportunity to express their views on activities and to provide an opportunity <br />for citizens to participate in the development of the Project Request Farms. Am <br />requesting Council attendance at this meeting in order to offer any suggestions <br />that they may have so that at a later date we can make a determination nn what the <br />priorities fox these funds will be. <br />Finance Director Gerlach reported within the next few days hope to have a financial <br />report for Council and Administration on fund balances, etc. <br />Safety Director Carnahan reported the forms regarding the Privacy Act have been <br />received and each and every director has been sent the form and they are in the <br />process of filling same out. <br />Mrs. Beringer, Chairman Streets & Drainage Committee, reported Gom®ittee Feting <br />was held on January 11th, and discussed following: 1) The Federal Government thru <br />the Federal Highway Administration has appropriated money from the Highway Trust <br />Fund to be used by cities and counties to improve the efficiency of existing urban <br />transportation facilities. The Northeast Areawide Coordinating Agency has the <br />responsibility for preparing the Transportation System Management Element of the <br />Transportation Plan. Our Engineer has compiled a list of deficiencies and brought <br />same before this Committee for approval. In order to be considered for funds in <br />the next fiscal year this list was needed and Coss~ittee approved said list; <br />2) Easements for Donald & Wanda Gates for purpose of constructing. and maintaining <br />and operating a storm drain. Would like to request legislation for same; <br />3) Amendsent to Ord. No. 66-121 on Engineer's rece~ndatidn, increasing engineering <br />inspection and grading deposits for commercial including multi-family housing <br />developments.
